Scheme for Landless and Homeless

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:
(a) whether the Government proposes to introduce a land scheme for landless and house for houseless; 
(b) if so, the details thereof; 
(c) whether any proposals from States are pending with the Government in this regard and if so, the details thereof; and 
(d) the details of the steps taken by the Government on the request of the State of Assam for providing home for homeless?

ANSWER


THE MINISTER OF STATE IN THE MINISTRY OF HOUSING & URBAN POVERTY ALLEVIATION
(SHRI BABUL SUPRIYO)

(a): In pursuance of the Government’s vision of facilitating housing to all by 2022, the Government has launched “Pradhan Mantri Awas Yojana-Housing for All (Urban)” Mission on 25.6.2015. The Mission aims to provide assistance to States/UTs in addressing the housing requirement of the slum dwellers and urban poor through following four verticals: 

(i) “In situ” Slum Redevelopment through private participation using land as resource; 
(ii) Credit Linked Subsidy Scheme (CLSS);
(iii) Affordable Housing in Partnership; and 
(iv) Subsidy for beneficiary-led individual house construction or enhancement. 
Land and colonisation being state subjects, no Scheme for providing land for landless has, therefore, been launched by the Government. 

(b): State-wise details of eligible proposals for construction of houses accepted for Central assistance under the Pradhan Mantri Awas Yojana-Housing for All (Urban) Mission are annexed.

(c) & (d): No project proposals for seeking central assistance under the Pradhan Mantri Awas Yojana-Housing for All (Urban) Mission have been received from the State Government of Assam.
