AGRICULTURE AND FARMERS WELFARE be pleased to state:-
(a) whether the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is under implementation in various States, if so, the details thereof, State-wise, along with the salient features and components of the scheme; 

(b) the extent to which the Pradhan Mantri Krishi Sinchayee Yojana is different from the National Water Policy formulated in the year 2012; 

(c) whether big, medium and small irrigation projects have been included under PMKSY, if so, the details thereof and the initiatives taken by the Government to bring more areas under irrigation and increase agricultural production; 

(d) the allocation made to various States under PMKSY during the current fiscal year, State-wise; and 

(e) whether drip irrigation and other more efficient technologies for irrigation are being promoted under PMKSY, if so, the details thereof along with the steps taken to improve irrigation facilities in the country?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 245 DUE FOR REPLY ON 15TH MARCH, 2016.

(a): Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been opertionalised from 1st July, 2015 with the objective of enhancing irrigation coverage and improving the delivery system at farm level. The programme aims at end-to end solutions in irrigation supply chain, viz. water sources, distribution network and farm level applications. All the States and Union territories are covered under the programme. The scheme envisages decentralized state level planning and projectised execution, allowing the states to draw their irrigation development plans based on district/blocks plans with a horizon of 5 to 7 years. The scheme has four components which are as under: 
i. Accelerated Irrigation Benefit Programme(AIBP): To focus on faster completion of ongoing Major and Medium Irrigation including National Projects. 
ii. Har Khet Ko Pani(HKKP): Creation of new water sources to minor irrigation (both surface and ground water); repair, restoration & renovation of traditional water bodies; command area development; strengthening and creation of distribution network from sources to the farm etc.
iii. Per Drop More Crop(PDMC): Precision irrigation systems, efficient water conveyance & application, micro level storage structures, topping up of input cost beyond Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) permissible limits, secondary storage, water lifting devices, extension activities, coordination & management etc..
iv. Watershed Development(WD): Ridge area treatment, drainage line treatment, soil and moisture conservation, rainwater harvesting and other watershed interventions.

(b): National Water Policy, 2012 is a policy document making several recommendations for effective conservation, development and management of water resources, addressing all types of usage including drinking water, sanitation, agriculture, ecological needs etc. Whereas, PMKSY is a centrally sponsored scheme on irrigation management related to agriculture sector. PMKSY in a radical departure from the earlier irrigation scheme is a comprehensive intervention that offers end to end solutions to the farming related irrigation management. It encompasses specific components as stated vide (a) above, which are planned and executed in a coherent manner at the field level, based on District Irrigation Plans (DIPs). 

(c): Major, medium and minor irrigation projects are covered under PMKSY to bring more areas under irrigation and increase agricultural production. For addressing mission mode implementation of major & medium irrigation projects, 46 projects out of 89 ongoing active projects have been identified for completion by March, 2020. Out of these prioritized 46 projects, 23 projects have been targeted for completion by March, 2017. 

(d): The State Wise details of funds released under various components of PMKSY during the current fiscal is given at Annexure-I. 

(e): PMKSY aims at improving on-farm water use efficiency and reducing wastage of water thereby increasing its availability both in duration and extent. Adoption of precision-irrigation technologies like drips, sprinklers etc. along with other water saving technologies are being supported under Per Drop More Crop Component. Besides, States have been advised to implement atleast 10% of micro irrigation in Major & Medium Irrigation and Minor Irrigation projects wherever feasible. It has also been emphasised that at least 10% of cultural command area to be covered through micro irrigation in each Command Area Development (CAD) project.
