Whether the Government has launched/proposes to launch a new scheme namely Pradhan Mantri Gramin Parivahan Yojana (PMGPY) to improve and regulate transportation facilities in villages and also enhance job opportunities for the rural youth;

Will the Minister of RURAL DEVELOPMENT be pleased to state:-
(a) whether the Government has launched/proposes to launch a new scheme namely Pradhan Mantri Gramin Parivahan Yojana (PMGPY) to improve and regulate transportation facilities in villages and also enhance job opportunities for the rural youth;

(b) if so, the details thereof;

(c) whether the Government proposes to introduce Viability Gap Funding (VGF) or the Government sharing a part of the cost for public vehicle, if so, the details thereof; 

(d) the role of the State Governments in implementation of the said scheme along with the details of amount earmarked thereunder, State/UT-wise;

(e) whether the scheme also aims at providing new employment opportunities for skilled and semi-skilled rural youth, if so, the details thereof; 

(f) the time by which this scheme is likely to be launched; and 

(g) the other steps taken/being taken by the Government to improve unsafe, poorly regulated, informal and unorganized rural transport system in the country?

(a) to (g): The idea of leveraging the Pradhan Mantri Gram Sadak Yojana (PMGSY), rural road network through provision of organized, efficient, safe and affordable transport services, has been explored by the Ministry of Rural Development. No new scheme, however, has been launched, as the detailed guidelines are required to be finalized.
