Will the Minister of MINES be pleased to state:-
(a) the revenue generated by the Ministry via Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) since its inception in September, 2015;
(b) whether the guidelines regarding use of the certain percentage of funds for drinking water supply, healthcare, education have been implemented and if so, the details thereof;
(c) the details of activities on which the funds have been used so far, State/UT-wise; and
(d) the number of States implementing PMKKKY at present along with the steps taken by the Government to ensure that all the States in the country implement PMKKKY?
ANSWER
(a) to (d): Section 9B of the MMDR Act, 1957 prescribes the establishment of District Mineral Foundation (DMF) in any district affected by mining related operations, the object of which shall be to work for the interest and benefit of persons, and areas affected by mining related operations. The DMFs are to be funded by statutory contributions from holders of mining lease.
The rules incorporating the manner in which the DMF shall work for the interest and benefit of persons and areas affected by mining as also the composition and functions of the DMF, are to be framed by the State Governments.
The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) will be implemented by the District Mineral Foundations (DMFs) of the respective districts using the funds accruing to the DMF, which will be utilized for high priority areas and other priority areas using 60% and 40% of the total accrued funds respectively.
As per available information provided by some State Governments, Andhra Pradesh, Chhattisgarh, Goa, Gujarat, Karnataka and Odisha have established DMF and framed rules. However, the details of establishment of DMF, framing of rules, funds accrued, utilization of funds for DMF and PMKKKY are not centrally maintained.
Directions have also been issued to all States to incorporate the ‘PMKKKY’ into the rules framed by them for the District Mineral Foundations. The Ministry of Mines is in constant touch with the state governments to monitor the progress with regard to framing of rules for DMF and for implementation of the PMKKKY scheme.
