Promotion of Welfare Schemes in Rural Areas

Will the Minister of MINORITY AFFAIRS be pleased to state:-

(a) the details of programmes run/ workshops conducted for promoting different schemes currently running under the Ministry in rural areas;

(b) whether any data is collected during the said workshops;

(c) if so, the details thereof and the number of people who attended the workshop conducted in rural areas and if not, the reasons therefor;

(d) whether any documentaries are also made to promote the existing schemes and if so, the details thereof; and

(e) the details of persons benefited/ funds allocated/ spent under different schemes running under the Ministry, State-wise including Bihar during each of the last three years and the current year?

(a) to (c)Ministry of Minority Affairs runs intensive media campaign for promotion of its various schemes for mass awareness through print and electronic media all over the country including rural areas in Hindi, English and Urdu and vernacular languages through Directorate of Advertising and Visual Publicity (DAVP),All India Radio National Network (AIR) including regional channels, Doordarshan Network including regional kendras, Private FM Channels, Private TV Channels, Digital Cinema and various means of Outdoor publicity like participation in Trade Fairs, Hoardings at public places like Railway Stations, Metro Stations, Bus back panels etc. In addition, Ministry published Pamphlets and Compendium on schemes in English, Hindi and Urdu for mass circulation. No workshop has been conducted by Ministry for promotion of schemes in rural areas in last two years.

(d) Ministry produced Audio-Visual Spots of 60 seconds each through National Film Development Corporation (NFDC) in 2014-15 to promote various schemes in Hindi and Regional languages, which have been aired regularly on All India Radio National Network (AIR) including regional channels, Doordarshan Network including regional kendras, Private FM Channels, Private TV Channels and Digital Cinema in the last two years. The documentaries are also produced as per need through NFDC. In the last two years, no documentary has been produced by the Ministry. 

(e) The details of schemes implemented by Ministry of Minority Affairs for welfare and development of minorities, persons benefitted, funds allocated/spent all over the country including Bihar during last three years and current year are as follows:

(i) Multi-sectoral Development Programme (MsDP) is implemented through State Governments to improve the socio-economic condition of minorities and providing basic amenities in the identified minority concentration areas. The details of funds sanctioned to various State Governments including Bihar during last three years and current year are at Annexure-I.

(ii) The State-wise details of students benefitted under Pre-Matric, Post-Matric and Merit-cum Means scholarship schemes and funds released during last three years and current year are at Annexure-II to IV. 

(iii) Under Maulana Azad National Fellowship (MANF) Scheme, funds are released to University Grant Commission (UGC). Further, the schemes of Padho Pardesh, Free Coaching and Allied, Nai Udaan (Support to minority candidates for preparation of Mains who clear Prelims Examination conducted by UPSC, SSC and State Public Service Commissions), Seekho aur Kamao, Nai Roshni (Leadership Development of Minority Women), USTTAD (Upgrading the Skills and Training in Traditional Arts/ Crafts for Development)”, Hamari Dharohar, Jiyo Parsi and Nai Manzil are implemented directly by the Ministry through selected agencies/ organizations, not through the State Governments. The details of funds allocated/released and persons benefitted during last three years and current year are Annexure-V.

(iv) Ministry releases equity contribution to National Minorities Development and Finance Corporation (NMDFC) every year for lending programmes implemented through State Channelizing Agencies (SCAs) nominated by respective State Governments. The details of equity allocated/contributed by Ministry to NMDFC are as follows:

(v) Ministry releases Grant-in Aid for contribution to the Corpus of Maulana Azad Education Foundation (MAEF) for promotion of education amongst educationally backward sections. The details of Grant-in Aid released by Ministry to MAEF in last three years including current year are as follows:
