Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:
(a) the percentage of population in the country whose housing needs have been fulfilled, the details thereof;
(b) whether Government has conducted any survey to determine the number of homeless urban poor, the details thereof, State-wise; and
(c) whether Government has formulated/proposes to formulate any scheme to provide houses to the urban poor within a fixed time-frame, if so, the details thereof?

(a) the percentage of population in the country whose housing needs have been fulfilled, the details thereof;
(b) whether Government has conducted any survey to determine the number of homeless urban poor, the details thereof, State-wise; and
(c) whether Government has formulated/proposes to formulate any scheme to provide houses to the urban poor within a fixed time-frame, if so, the details thereof?
ANSWER
THE MINISTER OF HOUSING AND URBAN POVERTY ALLEVIATION

(a) & (b): The Registrar General, India (RGI) has stated that they conduct decennial Population Census wherein data are collected on all persons living in the country at the time of census. Two statements containing Houseless Population and percentage of Households by ownership status of Census houses for India/State/UTs (urban) as per Census 2011, provided by RGI, are at Annexure-I & II respectively.
(c): In pursuance of the Government’s vision of facilitating housing to all by 2022, the Government has launched “Pradhan Mantri Awas Yojana-Housing for All (Urban)” Mission on 25.6.2015. The Mission aims to provide assistance to States/UTs in addressing the housing requirement of the slum dwellers and urban poor through following four verticals:
(i) “In situ” Slum Redevelopment through private participation using land as resource;
(ii) Credit Linked Subsidy Scheme (CLSS);
(iii) Affordable Housing in Partnership; and
(iv) Subsidy for beneficiary-led individual house construction or enhancement.
