ANSWER

Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the flagship outcome-based skill training scheme of the new Ministry of Skill Development & Entrepreneurship (MSDE) was approved by the Cabinet on 20th March 2015, with the aim to enable and mobilize a large number of Indian youth to take up skill training and become employable and earn their livelihood. Under the scheme, monetary reward was provided to trainees who are successfully trained, assessed and certified in skill courses run by affiliated training providers. It also sought to significantly scale up skill training activities in the country and enable skill training to happen at a fast pace without compromising quality. Institutional arrangements comprising of the National Skill Development Corporation (NSDC), Sector Skill Councils (SSCs), Assessing agencies and Training Partners were put in place for implementation of the scheme.

The total numbers to be trained under the scheme was 24 lakhs spread across Fresh Training (14 lakhs) and Recognition of Prior Learning (10 lakhs). The Training Partners were requested to conduct Kaushal Melas across the constituencies for candidate mobilization with the involvement of local state and district governments as well as Members of Parliament to ensure greater outreach and ownership. PMKVY was implemented by NSDC through training partners in 622 districts in 2015-16. The State-wise and Sector-wise details of candidates enrolled and certified under PMKVY Scheme, as on 15th July, 2016, is given at Annexure-I.

Under PMKVY 2015-16, it was not mandatory for NSDC’s training partners to report employment data. The employment data available reflects only a fraction of the actual employment provided under the scheme. However, under PMKVY 2016-20 approved by the Union Cabinet on 13th July, 2016, the focus on employment has been significantly enhanced. The last 20% payment to training partners would be made only after wage employment or self employment to at least 70% of the trained candidates.

Under PMKVY Scheme, as on 15th July 2016, the total numbers of minorities candidates trained and certified are 237067 and 148351, respectively.

As PMKVY is a nation-wide scheme, NSDC does not capture state wise and item wise expenditure incurred under the scheme. Under PMKVY, it was not mandatory for NSDC’s training partners to report employment data. The employment data available reflects only a fraction of the actual employment provided under the scheme. As placement was not mandatory, salary data has not been captured by the training providers. However, under PMKVY 2.0 approved by the Cabinet on 13th July 2016, the focus on employment has been significantly enhanced and the last 20% payment to training partners would only be made after wage employment or self employment to at least 70% of the trained candidates.
