(a) the details of the hospitals registered under the Rashtriya Swasthya Bima Yojana (RSBY) during the last three years, State/ UT-wise;
(b) whether the Government has empanelled various Insurance companies under the said programme;
(c) if so, the details thereof along with the amount of insurance cover provided by them during the said period, State/UT-wise;
(d) whether the Government is aware that RSBY centres in many districts are non-functional, if so, details thereof, State/ UT-wise, including Jharkhand along with the reasons therefor; and
(e) whether the Government has taken note of irregularities in the above scheme being implemented in the interest of weavers in the country, if so, the details thereof and the action taken thereon along with the steps taken by the Government to increase its coverage particularly in tribal areas?

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the details of the hospitals registered under the Rashtriya Swasthya Bima Yojana (RSBY) during the last three years, State/ UT-wise;
(b) whether the Government has empanelled various Insurance companies under the said programme;
(c) if so, the details thereof along with the amount of insurance cover provided by them during the said period, State/UT-wise;
(d) whether the Government is aware that RSBY centres in many districts are non-functional, if so, details thereof, State/ UT-wise, including Jharkhand along with the reasons therefor; and
(e) whether the Government has taken note of irregularities in the above scheme being implemented in the interest of weavers in the country, if so, the details thereof and the action taken thereon along with the steps taken by the Government to increase its coverage particularly in tribal areas?

(a): The list containing State/UT wise details of hospitals empanelled under RSBY during the last three years is at Annexure. 

(b) & (c): The Government of India prescribes qualifying criteria for deciding the eligibility of insurance companies for bidding in the tenders floated by the State Governments for implementing RSBY.

Under RSBY, health insurance coverage of Rs.30,000/- is provided to BPL families (a unit of five) and 11 other defined categories namely Building & Other Construction Workers, licensed Railway porters, Street Vendors, MGNREGA workers (who have worked for more than fifteen days during preceding financial year), Beedi workers, Domestic workers, Sanitation Workers, Mine Workers, Rickshaw pullers, Rag pickers and Auto/Taxi drivers, who are enrolled under RSBY. In addition to this, Senior Citizens Health Insurance Scheme (SCHIS) as top up over existing RSBY scheme has been implemented from 01.04.2016 for senior citizens aged 60 years and above. SCHIS provides enhanced coverage of Rs. 30,000 per senior citizen in the family eligible for coverage under RSBY.

(d): There are no RSBY centres in any of the States/UTs implementing RSBY. RSBY is implemented by State Nodal agencies (SNA) through Insurance Companies and not through RSBY centres.

(e): No irregularity has been noticed in respect of handloom weavers.
