(a) whether the Government is providing any compensation for crop losses of farmers who had gained titles on forest land under the Forest Rights Act, 2006;
(b) the details of the allocation and disbursement under the Pradhan Mantri Fasal Beema Yojana (PMFBY) in the year 2016, State-wise; and
(c) the details of the forest land titles currently being covered under the PMFBY and the data showing increase in this regard if any, since 2014, State-wise?

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:-

(a) whether the Government is providing any compensation for crop losses of farmers who had gained titles on forest land under the Forest Rights Act, 2006;

(b) the details of the allocation and disbursement under the Pradhan Mantri Fasal Beema Yojana (PMFBY) in the year 2016, State-wise; and

(c) the details of the forest land titles currently being covered under the PMFBY and the data showing increase in this regard if any, since 2014, State-wise?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE (SHRI PARSHOTTAM RUPALA) 

(a) to (c): Pradhan Mantri Fasal Bima Yojana (PMFBY) is available for all farmers including share croppers and tenant farmers growing the notified crops in the notified areas by the concerned State/UT Government. All farmers availing Seasonal Agricultural Operations loans from rural financial institutions for notified areas/crops are compulsorily covered. However, the scheme is voluntary for other farmers. The farmers who have gained titles on forest land under the Forest Rights Act, 2006 in the notified area are also eligible to insure their notified crops subject to the area and crop is notified by the concerned State/UT Government. However, no separate data relating to insured farmers who had gained titles on the forest land under Forest Rights Act, 2006 is maintained by the Government. 
As against the budget provision of Rs. 5501.15, revised budget estimate 2016-17 has been proposed at Rs. 13,396 crore for implementation of PMFBY and Resturctured Weather Based Crop Insurance Scheme (WBCIS) during 2016-17 and to meet the spillover liabilities of erstwhile schemes of National Agricultural Insruance Scheme (NAIS) and Modified NAIS (MNAIS). Under these schemes, State-wise allocation are not being made. However, funds twoareds committed liabilities of Government of India towards premium subsidy and/or claims are directly provided to implementing insurance companies through Agriculture Insurance Company of India Ltd. (AIC), the nodal agency for the purpose. However, Rs. 7955.21 crore have already been released during current financial year so far for meeting the committed liabilities of Central Government in the scheme.
