(a) whether the Government has started any new schemes for housing and urban poverty alleviation during the last two years, and if so, the details thereof; 

(b) the new schemes implemented/ initiated in the last one year; 

(c) the achievements and the main features thereof; and 

(d) whether shortcomings have been found in the new schemes and if so, the details thereof and the corrective steps taken thereon?

STATEMENT

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 315* FOR 07.12.2016 REGARDING “NEW SCHEME FOR URBAN POOR”

(a) to (c) : Government of India has launched “ Pradhan Mantri Awas Yojana (Urban)” Mission on 25.6.2015 which aims to provide central assistance to States/UTs for providing housing to all eligible urban poor through the following four verticals:

(i) “In situ” Slum Redevelopment using land as a resource under which a slum rehabilitation grant of Rs. 1 lakh per house on an average is provided by Government of India.
(ii) Promotion of Affordable Housing for weaker section through Credit Linked Subsidy under which an interest subsidy of 6.5% on home loans upto Rs. 6 lakhs for a tenure upto 15 years is provided by the Government of India for both EWS/LIG categories. 

(iii) Affordable Housing in partnership with public or private sector under which Central assistance of Rs. 1.5 lakh per EWS house is provided by the Government of India in projects. 

(iv) Subsidy for beneficiary-led individual house construction or enhancement under which Rs.1.5 lakh per house is provided by Government of India for EWS category.

34 States/UTs have signed Memorandum of Agreement (MoA) for implementation of PMAY(U) Mission and 3596 cities including 468 Class I cities from these States have been included in the mission. 2590 projects ( 64 ISSR, 508 AHP, 2018 BLC) have been accepted under the mission for Central Assistance of Rs. 18,753.72 Crs for construction of 12,69,271 houses ( 48,288 ISSR, 5,25,027 AHP & 6,95,956 BLC). Central Share of Rs.4275.31 Crs has been released till date. 

Under the Credit-Linked Subsidy Scheme (CLSS) component of the PMAY (U) Mission, as on date, 198 MoUs have been signed between the Primary Lending Institutions (PLIs) and Central Nodal Agencies (CNAs) viz. National Housing Bank (NHB) and Housing and Urban Development Corporation Ltd. (HUDCO). Subsidy of Rs.272.14 crore has been released to 15,291 beneficiaries under CLSS.

(d): No shortcomings in the PMAY(U) mission have been found so far.
