(a) the projected cost of the Pradhan Mantri Yuva Yojana (PMYY) scheme and the number of students who will be provided entrepreneurship education and training during its span; 
(b) the names and number of institutes identified for providing entrepreneurship education and training, State-wise;
(c) whether there is a need to maintain a certain skill baseline standard instead of getting caught in the numbers; 
(d) if so, the steps taken by the Union Government in this regard; 
(e) whether the Union Government has issued guidelines including easy access to information and mentor network, credit, incubator and accelator to pave a pathway in increasing the employability of trained candidates across States ensuring industry standards; and
(f) if so, the response of the State Government thereon?

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:-

(a) the projected cost of the Pradhan Mantri Yuva Yojana (PMYY) scheme and the number of students who will be provided entrepreneurship education and training during its span; 

(b) the names and number of institutes identified for providing entrepreneurship education and training, State-wise;

(c) whether there is a need to maintain a certain skill baseline standard instead of getting caught in the numbers; 

(d) if so, the steps taken by the Union Government in this regard; 

(e) whether the Union Government has issued guidelines including easy access to information and mentor network, credit, incubator and accelator to pave a pathway in increasing the employability of trained candidates across States ensuring industry standards; and

(f) if so, the response of the State Government thereon?


ANSWER
(a) Ministry of Skill Development and Entrepreneurship launched its flagship scheme Pradhan Mantri YUVA Yojana (erstwhile Udyamita) on 9th November, 2016 to impart entrepreneurship education and training. The scheme spans over five years (2016-17 to 2020-21) with a project cost of Rs. 499.94 crore and will provide entrepreneurship education and training to over 7 lakh students in 5 years through 2200 Institutes of Higher Learning (colleges, universities, and premier institutes), 300 schools, 500 ITIs and 50 Entrepreneurship Development Centres, through Massive Open Online Courses (MOOCs). 

(b) The State-wise details of the names and number of institutes identified for providing entrepreneurship education and training are available at MSDE''s website i.e www.msde.gov.in.

(c) & (d) Since the scheme will be covering the educational and technical institutes from formal setting and this scheme will be implemented as an additional course, it is implied that the candidates getting covered under this scheme will have a certain education skill baseline assigned to that educational/skill course which the candidate will primarily acquire.

(e) & (f) There is no definite guidelines issued by the Union Government for easy access to information and mentor network, credit, incubator and accelerator to pave a pathway in increasing the employability of candidates who have been undergone entrepreneurship education training under Pradhan Mantri YUVA Yojana although different Ministries involved in promotion of skills and entrepreneurship have provided aggregation platform to facilitate the required services to the entrepreneurs.
