Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:-
(a) the details of the premium collected under the Pradhan Mantri Fasal Bima Yojana (PMFBY) crop, State and insuring company-wise along with the share of the Government and farmers in Kharif sowing season of 2016-17;
(b) the details of compensation claimed by the farmers under PMFBY for Kharif sowing season of 2016-17 in terms of the number of claims and amount received, State, crop and insuring company-wise along with the reasons stated for crop damage;
(c) the details of compensation amount paid, along with the details of number of farmers to whom it was paid, State, crop and insuring company-wise; and
(d) the details of the high risk States and the increase in amount of premium in those States, the details thereof?

(a) to (c): Available data as on date on insurance company-wise, State-wise, crop-wise details of premium collected, claims payable and paid and number of benefitted farmers under Pradhan Mantri Fasal Bima Yojana (PMFBY) during Kharif 2016 is Annexed. During the season major claims were received for crop damage to insured crops in notified areas of several States due to flood, drought, unseasonal rainfall, inundation, hailstorm, pest and diseases.
(d): As per provisions of the scheme, risk is defined based on the loss cost/experience of claims or on variability in the agricultural produce/yield from average of past ten years viz. = 15%, 16-30% and = 30% as low, medium and high risk respectively. However, premium is to be decided on the basis of bidding and L-1 bidder is chosen by the State Government. Thus high risk States are those where the frequency of high claims is higher due to one natural calamity or the other. These States include Gujarat, Karnataka, Maharashtra, Madhya Pradesh, Rajasthan etc. Due to the frequent and high claims insurance companies quoted high premium in high risk States during Kharif 2016.
