Allocation of Cancelled Coal Mines
Will the Minister of COAL be pleased to state:-
(a) the number of coal mines allocation cancelled and the number of mines out of them reallocated so far;
(b) the rules being followed in allocation of new mines and the total revenue to be received from it by the concerned States and the Union Government indicating their period of realisation; and
(c) whether any time-limit has been fixed with regard to allocation of all the cancelled coal mines and if so, the details thereof?

Allocation of Cancelled Coal Mines

ANSWER
MINISTER OF STATE (I/C) FOR COAL, POWER, NEW & RENEWABLE ENERGY AND MINES (SHRI PIYUSH GOYAL)
(a) & (b): Hon’ble Supreme Court of India had cancelled the allocation of 204 coal mines. The allocation of these 204 coal mines are made under the provisions of the Coal Mines (Special Provisions) Act, 2015 and the Rules made thereunder. Under the provisions of the said Act and the Rules, the Government has so far allocated 82 coal mines, 31 by way of auction and 51 by way of allotment.
The entire revenue from allocation (auction and allotment) of coal mines under the said Act would accrue to the coal bearing State Government concerned. The revenue comprises of Up-front payment as prescribed in the tender / allotment document, Auction / Allotment proceeds and Royalty on per tonne of coal production. The revenue from 82 coal mines allocated so far is estimated at more than Rs 3.94 lakh crores over the life of the mine/lease period which shall be devolving entirely to the coal bearing State concerned .
(c): Auction of Coal Mines is an ongoing process, hence, no timeline has been fixed for the allocation of the remaining coal mines.
