Whether the Van Bandhu Kalyan Yojana meant for the welfare of tribals has been implemented in all the States/UTs of the country and if so, the details thereof including the salient features of the Yojana;

The Van Bandhu Kalyan Yojana (VKY) is broadly a process, which aims at achieving overall development of tribal people through convergence of available resources, with an outcome-based approach, monitored by an independent agency. VKY focuses on 14 thematic areas which are: qualitative and sustainable employment, quality education & higher education, accelerated economic development of tribal areas, health, housing, safe drinking water for all at doorstep, irrigation facilities suited to the terrain, all-weather roads with connectivity to the nearby town/ cities, universal availability of electricity, urban development, robust institutional mechanism to roll the vehicle of development with sustainability, promotion and conservation of tribal cultural heritage, promotion of sports in Tribal areas and security.

Will the Minister of TRIBAL AFFAIRS be pleased to state:-

(a) whether the Van Bandhu Kalyan Yojana meant for the welfare of tribals has been implemented in all the States/UTs of the country and if so, the details thereof including the salient features of the Yojana; 

(b) the details of the funds allocated, released and utilised thereunder so far, yearwise and State/UT-wise; 

(c) whether the bridging of infrastructural gaps and gap in human development indices between scheduled tribes and other social groups has improved due to the scheme; 

(d) if so, the details thereof, State/ UT-wise; and 

(e) whether the quality of life in tribal areas, quality of education, qualitative and sustainable employment for tribal culture and heritage have also improved and if so, the details thereof?

(a) and (b) :- The Van Bandhu Kalyan Yojana (VKY) is broadly a process, which aims at achieving overall development of tribal people through convergence of available resources, with an outcome-based approach, monitored by an independent agency. VKY focuses on 14 thematic areas which are: qualitative and sustainable employment, quality education & higher education, accelerated economic development of tribal areas, health, housing, safe drinking water for all at doorstep, irrigation facilities suited to the terrain, all-weather roads with connectivity to the nearby town/ cities, universal availability of electricity, urban development, robust institutional mechanism to roll the vehicle of development with sustainability, promotion and conservation of tribal cultural heritage, promotion of sports in Tribal areas and security. 

In 2014-15, VKY was launched in ten blocks in ten States (one Block per State) having Scheduled Areas, as a pilot project with a total allocation of Rs.100.00 crore; during 2015-16, allocation of Rs.200.00 crores was made for 21 States based on their perspective plan. Details of funds sanctioned under VKY during 2014-15 and 2015-16 and their utilization is at Annex. 

In 2016-17, no budgetary allocation was made as VKY objectives are being met out of the TSP funds available under the various schemes of Central Government and State Government. A token provision of Rs.1.00 crore only was made.

(c) to (e): The period under consideration is too short for any assessment to be made in this regard.
