Question : What is Baba Saheb Ambedkar Vikas Hastshilp Yojana ?

Answer : Baba Sahab Ambedkar Hastshilp Vikas Yojana (AHVY) is a cluster development oriented project with Indian handicrafts as focal area launched by the Government of India through its Textile Ministry during 2001-2002. 

This initiative of the government of India is aimed at promoting Indian handicrafts through the development of artisan clusters as professionally managed and self-reliant community enterprises.

The AHVY scheme implemented through the office of the Development Commissioner (Handicrafts), Ministry of Textiles, Government of India, New Delhi in association with partner organizations such as NGO’s voluntary organization’s craft development councils etc. across the country has several components which are as follows: -


1. Social Interventions
2. Technological interventions
3. Marketing interventions
4. Financial interventions
5. Cluster specific infrastructure related interventions

The basic purpose of the scheme is aimed at improving the handicraft skills of the artisans, to equip them with the latest designs, to train them to use small tools that will assist them to improve their crafts work, to equip them to face fierce competition in the market, to enable them to use raw materials and natural resources to their benefit, and to help the traditional artisans all with the aim of helping the craftsperson’s sustain their activities economically.

Question : What is the main objective of scheme ?

Answer : Mobilization of the beneficiaries shall be undertaken in the clusters which needs to be taken up for development. The Geographical identity of such clusters should be clearly mentioned and limited to a village in Rural Areas or a ward in the Municipal areas. In special cases a cluster may contain adjoining villages within a span or diameter of three kilometers. This activity shall include mobilizing the artisans into SHGs, thrift and credit, training of SHGs on various aspects of forming and running the community business enterprise. With introduction of economic reforms through liberalization, privatization and globalization, India has entered into a new era of economic development and therefore, Community Empowerment programme for handicrafts sector/ cooperative/ SHGs is a must to empower the artisans by making them active entrepreneurs cum-primary stake holders of development and bringing them to a visible platform which will help enhance their operational efficiency and competitiveness to face the new challenges and make them viable and self-supporting economic entity. While undertaking mobilization, care should be taken to leverage upon the SHGs already formed under various programmes being implemented by Government. Only where it is not feasible to do so, new SHGs, federation etc., should be formed.

Question : How to get information of ongoing clusters.

Ans. Information could be provided by our concerned field offices or regional offices of running
cluster under their residing area/ district / block . the said information is available on our official
website i.e. www.handicrafts.nic.in

Question: Which are important handicraft producing clusters in the country?

Ans. The important handicrafts producing clusters in the country for achieving higher exports
of handicraft are as under:
  1.  Moradabad (UP) for Art metalwares and imitation jewellery.
  2. Shaharanpur (UP) for Wooden Crafts and Wrought Iron handicrafts.
  3. Jodhpur (Rajasthan) for Wooden, Wrought Iron and Sea Shell handicrafts.

  1.  Narsapur (A.P.) for Lace and Lace goods.
  2. Srinagar (J&K) for carpets.
  3. Bhadohi, Mirzapur (UP) for carpets.
  4. Jaipur (Rajasthan) for carpets.

Question : Who are the eligible organizations for applying for the project under AHVY?

Answer : Central/State Handloom and Handicrafts Development Corporations and other
Govt. Corporations/agencies promoted by State Government or organization promoted by
Financial Institutions/banks and NIFT, NID, University Department, DRDA, NISIET, Artisans
Federation, Cooperative Societies, Apex Cooperative Societies, Multi-State Co-Operative Societies,
Trusts, EDIs and other similar bodies, and those Non-Governmental Organisations (NGOs) which
are Empanelled with DC(H) Office.
Question : Procedure for selection of fresh projects?

Answer : The NGO may submit their project proposal though online on the official website
i.e. www.handicrafts.nic.in in prescribed format for the development of cluster artisans.
On the basis of documentary evidence and project viability and Categorization of NGOs etc., the
respective AD(H) will recommend through online to concerned Regional Offices and Hd. Qr.
Office, New Delhi for consideration. At the time of recommendation, the respective AD(H)/RDs
level may check their Empanelment under DC(H) office and NITI Aayog registration for
consideration in Hd. Qr. level in case of NGOs / Trusts.
