(a) whether the Government has launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) for skill training of the youth and if so, the details thereof along with the aims and objectives of the yojana;
(b) the funds allocated/released and utilised vis-à-vis target fixed and achieved along with number of persons benefitted/ trained/employed under PMKVY during the current year, State/UT-wise;
(c) whether the Government has conducted any survey on the benefit accrued to the youth as a result of launch of the PMKVY;

(d) whether some monetary reward is proposed to be given to the trainees on assessment and certification by third party assessment bodies and if so, the details thereof;
(e) whether Skill Development Management System (SDMS) is proposed to be put in place to verify and record details of all training centres and if so, the details thereof; and
(f) whether any grievance redressal system/online portal is proposed to be put in place to address grievances relating to implementation of the scheme and if so, the details thereof?

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:-

(a) whether the Government has launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) for skill training of the youth and if so, the details thereof along with the aims and objectives of the yojana;
(b) the funds allocated/released and utilised vis-à-vis target fixed and achieved along with number of persons benefitted/ trained/employed under PMKVY during the current year, State/UT-wise;
(c) whether the Government has conducted any survey on the benefit accrued to the youth as a result of launch of the PMKVY;

ANSWER
(a) to (c) Ministry is implementing its flagship schemes known as Pradhan Mantri Kaushal Vikas Yojana (PMKVY). PMKVY enables large number of prospective youths for taking short term fresh training and Recognition of Prior Learning (RPL) through accredited and affiliated training partner/training centers. After the successful implementation of PMKVY 2015016, Ministry has modified the scheme to make it more effective, transparent and beneficiary oriented. The PMKVY 2016-20 scheme has targeted to provide skilling to one crore people (60 lakh under Fresh Training and 40 lakh under RPL) with an outlay of Rs.12,000 crore over four years (2016-2020). Under State-Engagement component of PMKVY 2016-20, 25% of total funds and correspondingly physical targets have been allocated to States/UTs. Details of funds allocated under State –engagement component of PMKVY 2016-20 is at Annexure-I. Also, details of candidates trained / undergoing training under PMKVY is at Annexure-II. 

(d) An amount of Rs. 500 is being provided as monetary reward to candidate on completion of training in all training under PMKVY.

(e) & (f) The Scheme has provision for Skill Development Management System (SDMS) to verify and record details of all training centres, locations and courses as well as a robust grievance redressal system to address grievances relating to implementation of the scheme. A Skill Development Management System (SDMS) is already operational for complete online implementation of the scheme. The existing feature includes capturing of complete information of candidates, training providers, training centres, and capturing process related details such enrolment, training, assessment, result, certification and bank details for reward money disbursement. Moreover, there is provision for setting up of online grievances redressal system for effective implementation of scheme.
