(a) whether the funds for the scheme designed to promote enrolment among the girls students belonging to the Scheduled Tribes(STs) communities has not been fully spent; and 
(b) if so, the details of the funds allocated with the date of allotment and unspent amount therefrom, State/UT-wise?

(a) No Madam. The Ministry of Tribal Affairs is implementing the Scheme of Strengthening Education among ST Girls in identified Low Literacy Districts for development of Women’s Literacy in Tribal Areas. The scheme aims to bridge the gap in literacy levels between the general female population and tribal women, through facilitating 100% enrolment of tribal girls in the identified Districts or Blocks, more particularly in naxal affected areas and in areas inhabited by Primitive Tribal Groups (PTGs), and reducing drop-outs at the elementary level by creating the required ambience for education. Funds are not allocated State-wise. Funding is given to eligible NGOs/State Societies for running Educational Complexes and Hostels for ST Girls in the identified low literacy districts based on complete proposals received from them, with the recommendation of the concerned state Government. Since 2015-16, budget is being allocated for a single-window scheme of “GIA to VOs Working for the Welfare of Scheduled Tribes” which also includes the funds for the component of Scheme of Strengthening Education among ST Girls in Low Literacy Districts”. The funds are being utilized fully under this scheme. Budget allocation for the year 2016-17 was Rs 120.00 Crore out of which 65.45 Crores was released to NGOs/State Societies for running their projects under the Scheme of Scheme of Strengthening Education among ST Girls in Low Literacy Districts.

(b) Does not arise in view of (a) above. However State wise details of funds released to NGOs/State Societies, during the last 3 years under the Scheme is at Annexure.
