Amendments in Guidelines of Pradhan Mantri Awas Yojana (Urban) Mission and Their Effective Date of Implementation - regarding

Subject : Amendments in guidelines of Pradhan Mantri Awas Yojana (Urban) Mission and their effective date of implementation - regarding

Pradhan Mantri Awas Yojana (Urban) Mission is being implemented by the Goverment of India with effect from 17th June, 2015. PMAY(U) mission guidelines have been amended from time to time with the approval of the Competent Authority with the intention to ensure that the benefits of the schemes reach the vast segment of population especially to those coming from the downtrodden society.  The amendments have been broadly in the following two categories :

(i) The definition of 'Beneficiary' was broadened to include an adult earning member (Irrespective of marital status) subject to certain provisions, making him/ her eligible to apply for PMAY(U) under CLSS for MIG scheme effective from 1st January, 2017.  Subsequently, this definition of 'beneficiary' was also made applicable to entire PMAY(U) scheme w.e.f. 27th June, 2017.

(ii) In the amendment issued vide Ministry's letter dated 27th June, 2017, the coverage under the mission was broadened to include the notified Planning area / Development Authorities area also (to the exclusion of rural areas).  Based on the feedback from stakeholders including State Governments, Central Nodal Agencies for CLSS viz NHB and HUDCO and after consultations with the D/o Rural Development, the coverage area under the PMAY(U) mission has been extended further vide Ministry's letter dated 12th January, 2018.  In this amendment, in addition to the all Statutory towns and Notified Planning/ Development Areas, the coverage now also includes areas falling within notified Planning/Development area under the jurisdiction of an Industrial Development Authority/Special Area Development Authority /Urban Development Authority or any such Authority under State legislation which is entrusted with the functions of urban planning and regulations. 

2. Subsequent to these amendments, it was felt that there was a need to clearly specify effective dates for different amendments under PMAY(U) to obviate operational difficulties arising at the end of State Level Nodal Agencies (SLNAs) / Urban Local Bodies (ULBs) / Central Nodal Agencies (CNAs) / Primary Lending Institutions (PLIs).  Accordingly, the following effective dates may be reckoned:

3. Amendments of efffective date are applicable to all the verticals of the Mission so as to maintain parity w.r.t. beneficiary definition, coverage area.

4.  The State Government /Union Territories may note the amendments for necessary action at their end.

5.  The amendments may also please be further communicated to Primary Lending Institutions (PLIs) under Credit Linked Subsidy Scheme by the Central Nodal Agencies viz. HUDCO & NHB.

6.  This issues with the approval of the competent authority.
