Leaving No Stone Unturned for Justice Strongest Amendments to SC/ST Act:

  • Establishment of exclusive special courts for the speedy trial of offences of atrocities of  atrocities against SCs & STs.

  • To impose certain duties and responsibilities upon the State for protection of victims, their defendants and witnesses.

Setting the Stage for Social Empowerment Rights of Persons With Disabilities Act, 2016:

  • Types of disabilities increased from existing 7 to 21.
  • Speech and Language Disability and Specific Learning Disability have been added for the frist time.

  • Right to free education for children with disabilities (6-18 yrs) and Reservation of 4% seats for students in higher education institutions.
  • Penalties for offences committed against Persons with Disabilities (PwDs).

Promoting Entrepreneurship for Socio-Economic Empowerment:

  • Lending target under Mudra enhanced to Rs.3 lakh cr for FY 2018-19 of the total lon accounts, 76% are of women and over 50% are SCs, STs and OBCs.
  • Firthering Self-reliance 54,733 loans sanctioned by the banks to SC,ST and Women borrowers (Feb 2018).
  • Rs.239.12 crores for SC Entrepreneurs (May 2018).
  • A New Venture Capital Fund for OBCs to be launched with an initial corpus of Rs.200 crore.

Shikshit Bharat, Saksham Bharat Inclusive Education, Empowering Divyangs:

  • Scholarship scheme launched in Nov 2014 to provide scholarship to pursue technical education.
  • 1000 scholarships per annum are available.
  • Rs.30,000 is provided towards tuition fee and Rs.20000 as contingency allowance.
  • Indian Sign Language Research And Training Centre (ISLRTC) established.

Achieving Universal Accessibility for Persons With Disabilities:
  • Provided with accessibility features for Persons with Disabilities.
  • All 34 International Airports and all 48 Domestic Airports have been provided with accessible features.
  • 917 identified websites of State Governments/UTs will be accessible through ERNET India.

  • Converting at least 50% of all government buildings in the national capital and all state capitals "fully accessible"
  • Special camps organized for distribution of Aids and Assistive devices to 8 lakh persons with disabilities.
  • Access Audit of 1662 important buildings in 50 cities completed till date.

Holistic Development of Divyangs:
  • Reservations for Divyang persons in Govt. Jobs raised from 3% to 4%.
  • Unprecedented increase in camps for Divyangs.
  • Over 6 lakh Divyang people have benefitted from 5790 camps.
  • Rs.1 lakh health insurance cover to people with autism, cerebral palsy and many disabilities.

Holistic+Development+of+Divyangs

Empowering through Education for an Inclusive Society:
  • Stipend for day scholars has raised from Rs.150 to Rs.225 and for hostelers raised from Rs.350 to Rs.525.
  • Free coaching for SC and OBC students, income eligibility raised from Rs.4.5 lakhs to Rs.6 lakhs.
  • Stipend raised from Rs.1500 to Rs.2500 for local students and from Rs.3000 to Rs.5000 for outstation students.
  • For Pre-matric Scholarship for OBCs, the rates of scholarships increased substantially.

Empowering+through+Education+for+an+Inclusive+Society

Fulfilling Aspirations through Social Inclusion:
  • Over 3.3 crore students benefitted during 2014-16, with scholarships worth Rs.7565 crore.
  • Pre-Matric Scholarship for OBCs: Income eligibility raised from Rs.44,500 to Rs.2.5 lakh.
  • Pre-Matric Scholarship for SC students: Income eligibility raised from Rs.2 lakh to Rs.2.5 lakh.

  • Historic budget of Rs.95000 crores for Welfare of SC/ST Communities.
  • Unprecedented rise of 41% in the budget allocation for OBC Welfare in 2018-19 over 2017-18.
