(a) the extent to which the Government has been successful in achieving the target of ‘model village’ for integrated development of the Scheduled Castes population under the Saansad Adarsh Gram Yojana (SAGY);
(b) whether the selection of certain villages for development as ‘model village’ and leaving certain villages out of the Yojana is discriminatory and if so, the response of the Government thereto; 
(c) the details of funds allocated and utilized under the said scheme during the last three years, State/UT-wise; and 
(d) whether the Government has been able to achieve the targets fully atleast thrice since the implementation of the scheme so far as defined in the scheme?

(a) the extent to which the Government has been successful in achieving the target of ‘model village’ for integrated development of the Scheduled Castes population under the Saansad Adarsh Gram Yojana (SAGY);
(b) whether the selection of certain villages for development as ‘model village’ and leaving certain villages out of the Yojana is discriminatory and if so, the response of the Government thereto; 
(c) the details of funds allocated and utilized under the said scheme during the last three years, State/UT-wise; and 
(d) whether the Government has been able to achieve the targets fully atleast thrice since the implementation of the scheme so far as defined in the scheme?

(a) & (d) : Saansad Adarsh Gram Yojana (SAGY) aims at instilling certain values in the villages and their people, far beyond mere infrastructure development, so that they get transformed into models for others. These values include, adhering to ‘Antyodaya’ - enabling the ‘poorest and the weakest person’ in the village to achieve well-being. An Adarsh Gram evolves out of people’s shared vision, using their capacities and available resources to the best extent possible, duly facilitated by the MP, the Gram Panchayat, civil society and the government machinery. Thus, the elements of an Adarsh Gram are context specific. Nonetheless, the SAGY Guidelines advocates to include proactive steps for inclusion and integration of socially excluded groups, especially Scheduled Castes and Scheduled Tribes in the Village Development Plan (VDP) of the SAGY Gram Panchayats. As per data updated on the SAGY website till 3 August 2018, VDPs have been prepared by 1,091 Gram Panchayats containing 59,582 projects, out of which 27,970 (47%) projects are completed. After the adoption under SAGY, the Gram Panchayats have recorded progress with regard to a range of parameters such as immunisation of children, strengthening of PDS, enrollment in social security schemes, electrification and piped drinking water supply among others. The Hon’ble MPs have been able to ensure immunisation of all children in 330 Gram Panchayats. Similarly, 284 Hon’ble MPs have ensured that their adopted villages have no malnourished children. The Yojana has also made large strides towards e-governance by connecting 262 Gram Panchayats to e-Panchayat services. The details of integrated development of the Scheduled Castes population under SAGY Gram Panchayats are not maintained centrally by this Ministry.

(b) : Apart from triggering processes which lead to holistic development of the identified Gram Panchayats and substantially improving the standard of living and quality of life of all sections of the population, the main objectives of SAGY include : 

? Generate models of local level development and effective local governance which can motivate and inspire neighbouring Gram Panchayats to learn and adapt.

? Nurture the identified Adarsh Grams as schools of local development to train other Gram Panchayats.

Thus SAGY benefits the identified as well as the neighbouring Gram Panchayats. 

(c) : Under the Saansad Adarsh Gram Yojana framework, the development of Gram Panchayats is envisaged through convergence and implementation of existing Government Schemes and Programmes under the administrative control of respective Ministries without allocating additional funds.
