Will the Minister of WATER RESOURCES, RIVER DEVELOPMENT AND GANAGA REJUVENATION be pleased to state:-

(a) the basis of Centre and State share in irrigation projects of the country; and 
(b) the basis of reducing Centre share from 90% to 60% for projects in special category areas like KBK in Odisha?

(a) & (b) Based on the recommendations of the Sub-Group of Chief Ministers and consultation with various Ministries/Departments and other stakeholders, Ministry of Finance vide letter dated 28.10.2015 and NITI Aayog vide letter dated 17.08.2016 communicated the approval of Government regarding the funding pattern to be followed for various schemes including Pradhan Mantri Krishi Sinchayee Yojana (PMKSY).

According to the approval conveyed as mentioned above, the funding pattern for only 8 North Eastern States and three hilly States (Himachal Pradesh, Uttarakhand and Jammu & Kashmir) is 90% (Centre ) : 10% (State) whereas for rest of States this ratio is 60% (Centre): 40% (State) under PMKSY. This is subject to proviso that if central share had been below than above indicated for certain areas, then centre’s share would remain capped at same level. In view of above, schemes benefiting KBK districts in Odisha have funding ratio of 60 (Central) : 40 (State).
