(c) whether any State has utilized less than 50% of the funds released under this scheme; and

Will the Minister of TRIBAL AFFAIRS be pleased to state:-

(a) the details of the States where the Van Bandhu Kalyan Yojana is being implemented; 
(b) the details of funds released by the Central Government under this programme since its commencement and the utilization of such funds, State-wise including Karnataka; 
(c) whether any State has utilized less than 50% of the funds released under this scheme; and 
(d) if so, the details thereof and the measures the Government has taken to rectify the low utilization of funds?

ANSWER

(a) & (d): Government of India launched “Vanbandhu Kalyan Yojana (VKY)” during 2014-15 for holistic development of tribal people across the country. The VKY has been adopted as a strategic process to ensure delivery of goods and services to the tribal population across the country with outcome-oriented approach while striking at the critical gaps through appropriate convergence of resources and institutional mechanism. 
Since 2016-17, the objectives of the Scheme are fulfilled out of the Schedule Tribe Component (STC) [previously called TSP] funds, under various schemes / programmes of concerned Central Ministries and the State Governments, which caters to sectoral development including support for education, health, power roads, sanitation, water supply, livelihood etc. by way of specific fund allocation. The details f the funds released to State Government and utilisation reported during the years when separate allocation was made is at Annexure-1.
As a part of rationalization of Schemes, convergence of following schemes / interventions of Ministry of Tribal Affairs has been effected from 2016-17 as an Umbrella Programme of Van Bandhu Kalyan Yojana:

(i) Development of Particularly Vulnerable Tribal Groups.
(ii) Minimum Support Price for Minor Forest Produce.
(iii) Aid to Voluntary Organisations working for the Welfare of Scheduled Tribes
(iv) Tribal Festivals, Research Information and Mass Education
(v) Monitoring and Evaluation
(vi) Development Programmes in the Tribal Areas (EAP)
(vii) Vanbandhu Kalyan Yojana

A statement showing Allocation and Expenditure under the above mentioned schemes for the financial years 2016-17, 2017-18 and 2018-19 is at Annexure -2.

Regular meeting are reviews are held with State Government / nodal agencies to ensure timely and proper utilisation of funds.
