Launch of Affordable Rental Housing Complex for Migrant & Urban Poor
The central government has announced to provide affordable rental houses for migrant laborers. It will come under the Pradhan Mantri Awas Yojana (PMAY). This announcement was made by the Finance Minister on Thursday in the announcement of the tranche-2 of Aatmanirbhar Bharat.
The scheme will be launched through concession under the Pradhan Mantri Awas Yojana (PMAY), by converting government funded housing in cities to concessional rental housing under PPP (Public-Private Partnership) mode. The move will help migrant workers and the urban poor to stay in cities by paying reasonable rent in these government premises.

Affordable Rental Housing Complexes (ARHC) for Migrant Workers / Urban Poor
Migrant labour/urban poor face challenges in getting houses at affordable rent.
Government will launch a scheme under PMAY for migrant labour/urban poor to provide ease of living at affordable rent by,
i. Converting government funded housing in the cities into Affordable Rental Housing Complexes (ARHC) under PPP mode through concessionaire;
ii. Incentivizing manufacturing units, industries, institutions, associations to develop Affordable Rental Housing Complexes (ARHC) on their private land and operate; and
iii. Incentivizing State Government Agencies / Central Government Organizations on the similar lines to develop Affordable Rental Housing Complexes (ARHC) and operate. Ministry will issue detailed guidelines.
