Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:-
(a) whether the Government is facing difficulty in implementing the Pradhan Mantri Fasal Bima Yojana (PMFBY) in the entire country and if so, the details thereof along with the remedial measures taken thereon;
(b) the time by which the scheme is likely to be introduced in all the States;
(c) the number of farmers benefited by the scheme along with the funds disbursed to various States under PMFBY so far and the premium collected by the Government agencies for the year 2015-16, State-wise along with the details of the crops covered under the scheme;
(d) whether the scheme covers sharecroppers and tenant farmers and if so, the details thereof; and
(e) whether the Government has a dedicated information and education campaign for popularizing the scheme and if so, the details thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 131 DUE FOR REPLY ON 26TH JULY, 2016.
(a) & (b): Pradhan Mantri Fasal Bima Yojana (PMFBY) has been approved for implementation in all States and Union Territories from Kharif 2016 season. However, the scheme is voluntary for States/UTs. Government has been engaging the States/UTs for implementation of the scheme for benefit of the farmers of their States/UTs. Besides, circulation of detailed guidelines for implementation of the schemes to all stakeholders including State Governments, all the requisite assistance and clarifications have been provided to the States/UTs to prepare clusters, tender documents and finalization of implementing insurance companies etc. So far, 21 States and 1 Union Territory have completed the tendering process for selection of Insurance companies for implementation of PMFBY and restructured Weather Based Crop Insurance Scheme (WBCIS) during Kharif 2016 season and tendering in Jammu & Kashmir is underway. Out of these 22 States/UTs, 19 States/UTs have already issued the notification for implementation of the schemes in Kharif 2016.
(c): Details of farmers benefited under PMFBY are not available as the season is in progress and this is the first season for the scheme. During first season i.e. Kharif 2016 a number of crops like wheat, paddy, maize, bajra, barley, potato, sugarcane, cotton, groundnut, mustard, black gram, green gram, soybean, arhar, urad, ragi, papaya, banana, lobiya, bhindi, tomato, jowar, chilli, til etc. have been notified by the concerned State Governments under PMFBY.
(d): Yes, Madam. The scheme envisages coverage of all farmers including sharecroppers and tenant farmers growing the notified crops in the notified areas. Details of coverage are not available as the season is in progress.
(e): Yes, Madam. To enhance the awareness about Pradhan Mantri Fasal Bima Yojana (PMFBY) among all the stakeholders including farmers, Government is undertaking a comprehensive publicity and awareness programme to educate the farmers about the benefit of crop insurance schemes. Capacity building and training programmes for other stakeholders are also being organized. The salient activities under awareness campaign involve the publicity of features & benefits of the scheme through advertisements in leading National/local News Papers, telecast through audio-visual media, distribution of pamphlets in local languages, participation in agriculture fairs / mela / goshti and organization of workshops / trainings and SMS through Kisan Portal etc. State Governments/UTs are also being regularly persuaded to increase the coverage including notifying more crops under crop Insurance schemes. One day seminar/kisan fair especially on the PMFBY has also been organized at various Krishi Vigyan Kendras (KVKs) during March-April, 2016 throughout the country. State-wise details of seminars/kisan fairs held at KVKs are annexed. In addition, several communications have also been sent to the public representatives including Members of Parliament, representatives of Panchayti Raj Institutions etc.
