LPG Connection under Pradhan Mantri Ujjwala Yojana
(a) the norms/criteria laid down to provide gas connections under Pradhan Mantri Ujjwala Yojana (PMUY) along with targets fixed and the number of such connections provided under the said Yojana since its inception, State/UT-wise;
(b) whether instances of wrong filing of data entry against the beneficiary name/ address in the list prepared to provide LPG connections under PMUY have been reported/noticed by the Government;
(c) if so, the details thereof along with the number of beneficiaries deprived of availing the benefits of the scheme due to said discrepancies, State/UT-wise and the action taken by the Government to rectify the data and launch a helpline number to facilitate the consumers;
(d) whether the cases of harassment to provide free LPG connection to BPL families by the LPG distributors in various States have come to the notice of the Government; and
(e) if so, the details thereof along with the action taken by the Government against the erring dealers, State/UT-wise?

Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:-
(a) the norms/criteria laid down to provide gas connections under Pradhan Mantri Ujjwala Yojana (PMUY) along with targets fixed and the number of such connections provided under the said Yojana since its inception, State/UT-wise;
(b) whether instances of wrong filing of data entry against the beneficiary name/ address in the list prepared to provide LPG connections under PMUY have been reported/noticed by the Government;

ANSWER
MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI DHARMENDRA PRADHAN)
(a) The Government launched “Pradhan Mantri Ujjwala Yojana” for providing LPG connections to 5 crore women belonging to the Below Poverty Line (BPL) families with Government assistance over a period of 3 years starting from FY 2016-17. Eligible families are identified through the Socio-Economic Caste Census(SECC) 2011 data. The LPG Field officials match the application against SECC 2011 database to ascertain their BPL status. OMCs undertake electronically the de-duplication exercise and other measures for due diligence before release of new LPG connection. State/UT-wise details of LPG connection released under PMUY as on 21.07.2016 since inception are at Annexure.
(b) & (c) Some instances have come to the notice of OMCs of the beneficiaries details not matching with the SECC data. There are also instances of households not covered under SECC data. These issues have been taken up with Ministry of Rural Development for necessary action.
A toll free Helpline 18002666696 for answering all queries relating to PMUY has been started from 03.06.2016.
(d) & (e) Indian Oil Corporation Ltd. and Hindustan Petroleum Corporation Ltd. have reported that there is no established case of harassment with regard to release of LPG connections under PMUY. Bharat Petroleum Corporation Ltd. has reported one established case of harassment in the State of Madhya Pradesh and the distributor has been penalised in accordance with the prescribed guidelines.
