Launching of Pravasi Kaushal Vikas Yojana

(a) whether Government has launched Pravasi Kaushal Vikas Yojana to offer skill development to Indians seeking jobs overseas;
(b) whether Indian emigrant workers especially those who go to Gulf countries through recruitment agents, are exploited due to lack of requisite skills; and
(c) whether most of the Indians going to Gulf countries are not appropriately empowered in terms of rules, language, culture of that country or even the finesses that is required for a certain trade?

Will the Minister of EXTERNAL AFFAIRS be pleased to state:
(a) whether Government has launched Pravasi Kaushal Vikas Yojana to offer skill development to Indians seeking jobs overseas;
(b) whether Indian emigrant workers especially those who go to Gulf countries through recruitment agents, are exploited due to lack of requisite skills; and
(c) whether most of the Indians going to Gulf countries are not appropriately empowered in terms of rules, language, culture of that country or even the finesses that is required for a certain trade?

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS

(a) to (c) A Memorandum of Understanding has been signed on July 2, 2016 between the Ministry of External Affairs and the Ministry of Skill Development and Entrepreneurship for implementation of the Pravasi Kaushal Vikas Yojana (PKVY).

Indian emigrant workers, particularly those lacking requisite skills and understanding of the destination country are more vulnerable to exploitation by unscrupulous agents. PKVY aims to provide potential emigrant workers efficient and effective skill training, assessment and certification of skill sets. It would also include pre-departure orientation aimed at enhancing soft skills of potential emigrants in terms of culture, language, traditions and local rules and regulations of the destination country.
