Implementation of Agricultural Schemes

(a) whether the Government is implementing various schemes for the development of agriculture in the country and if so, the details thereof;
(b) whether all the States do not show equal interest in agriculture and some States are slow in implementing the various agricultural schemes, if so, the details thereof;
(c) whether the Government has issued any guidelines to those States which are slow in implementing agricultural schemes;

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:-

(a) whether the Government is implementing various schemes for the development of agriculture in the country and if so, the details thereof;
(b) whether all the States do not show equal interest in agriculture and some States are slow in implementing the various agricultural schemes, if so, the details thereof;
(c) whether the Government has issued any guidelines to those States which are slow in implementing agricultural schemes;
(d) if so, the details thereof along with the response thereto; and
(e) the other steps taken by the Government to pursue the matter with those States and speed up the implementation of these agricultural schemes?

MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FARMERS WELFARE

(a): Agriculture is a State Subject. However, the Government of India supports the State Governments through various Central Sector and Centrally Sponsored Schemes for which financial assistance is provided in the sharing pattern of 60:40 between the Centre & the States (90:10 in case of 8 North Eastern and 3 Himalayan States). A list of major schemes being implemented by the Department is at Annexure – I.

(b) to (e): Some of the States are not able to fully utilize the allocated funds. A statement showing the allocation of funds and expenditure incurred by various States during the financial year 2015-16 is at Annexure – II. The Government of India regularly monitors/ reviews progress of the Schemes through meetings with concerned officers of State Governments to ensure efficient and judicious utilization of funds. Besides, zonal conferences, review meetings, video conferences are regularly held with the State Govt. and officers of the Ministry of Agriculture & Farmers’ Welfare visit the States to keep a close watch on the implementation of various agricultural schemes.
