(a) the salient features of Indira Gandhi Matritva Sahyog Yojana (IGMSY), a conditional maternity benefit scheme;
(b) the details of budgetary allocations under this scheme along with the funds released and utilised and number of beneficiaries there under during each of the last three years and the current year, State/UT-wise;
(c) whether the scheme is universally applicable or proposes to extend to all the districts of the country and if so, the details thereof;
(d) whether the scheme has achieved its objective since its inception and if so, the details thereof;
(e) the monitoring mechanism is in place to ensure reaching of benefits of the scheme to the beneficiaries in a timely manner; and
(f) the further measures taken by the Government to check funds utilisation under the scheme and make it more effective?

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:-

(a) the salient features of Indira Gandhi Matritva Sahyog Yojana (IGMSY), a conditional maternity benefit scheme;
(b) the details of budgetary allocations under this scheme along with the funds released and utilised and number of beneficiaries thereunder during each of the last three years and the current year, State/UT-wise;
(c) whether the scheme is universally applicable or proposes to extend to all the districts of the country and if so, the details thereof;
(d) whether the scheme has achieved its objective since its inception and if so, the details thereof;
(e) the monitoring mechanism is in place to ensure reaching of benefits of the scheme to the beneficiaries in a timely manner; and
(f) the further measures taken by the Government to check funds utilisation under the scheme and make it more effective?

ANSWER
MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT
(SHRIMATI KRISHNA RAJ)

(a) Indira Gandhi Matritva Sahyog Yojana (IGMSY), a centrally sponsored scheme, under which the maternity benefits of Rs.6,000/- per beneficiary is provided in two equal instalments to pregnant and lactating mothers of 19 years and above, for first two live births, subject to fulfilment of certain conditions relating to maternal and child health is implemented in 53 districts of the country. The scheme aims to contribute better enabling environment to support the health and nutrition needs of pregnant women and lactating mothers by providing cash incentives in their bank/post office accounts between the second trimester of pregnancy till the child attains the age of six months. 

(b): The funds allocated under IGMSY during the last three years and the current year is as under:

The State/UT-wise details of funds released and utilisation reported under IGMSY during the last three years and the current year is at Annex-I. The State/UT-wise details of beneficiaries covered under IGMSY during the last three years and the current year is at Annex-II.

(c) The IGMSY has been implemented in 53 districts. The Government announced for implementation of Maternity Benefit Programme with effect from 01.01.2017 in all districts of the country.

(d) As per reports received from the States/UTs, under IGMSY, 23,94,188 beneficiaries were provided maternity benefit since the inception of scheme in the year 2010.

(e) The existing scheme guidelines provide that the scheme is to be monitored and supervised as per monitoring and supervision mechanism provided under the Integrated Child Development Services (ICDS). The scheme is being implemented using ICDS platform. The payment is to be made to the Bank/Post Office account of the beneficiary in the Direct Benefit Transfer (DBT) mode.

(f) The utilisation of funds under the scheme is monitored through the annual and quarterly Utilisation Certificates (UC) / Statement of Expenditure (SoE) furnished by States/UTs.
