Pradhan Mantri Fasal Bima Yojana

(a) whether it is a fact that Pradhan Mantri Fasal Bima Yojana is necessary for the loanee farmers for notified crops in notified areas;
(b) if so, the details of the farmers benefitted from loans disbursed and crop insurance for notified crops in notified areas of various States including Madhya Pradesh, State-wise and fund-wise allocation thereof;
(c) whether it is a fact that during kharif 2016, almost 399 crore farmers have insured their 420 lakh hectares of land with an insurance value of Rs. 141871 crores and if so, the total amount of premium paid by the farmers including share croppers and the details of the companies which have paid the premium, State-wise; and
(d) whether it is a fact that few companies providing crop insurance facility have illegally benefitted through bogus farmers/persons, if so, the details thereof, bank-wise, company-wise along with the corrective steps taken by the Government in this regard?

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:-

(a) whether it is a fact that Pradhan Mantri Fasal Bima Yojana is necessary for the loanee farmers for notified crops in notified areas;

(b) if so, the details of the farmers benefitted from loans disbursed and crop insurance for notified crops in notified areas of various States including Madhya Pradesh, State-wise and fund-wise allocation thereof;

(c) whether it is a fact that during kharif 2016, almost 399 crore farmers have insured their 420 lakh hectares of land with an insurance value of Rs. 141871 crores and if so, the total amount of premium paid by the farmers including share croppers and the details of the companies which have paid the premium, State-wise; and

(a) & (b): Yes, Madam. Pradhan Mantri Fasal Bima Yojana (PMFBY) and Restructured Weather Based Crop Insurance Scheme (RWBCIS) which were launched from April 2016 are mandatory for farmers who take loans for notified crops in notified areas. State-wise details of farmers insured during Kharif 2016, including loanee farmers are at Annexure. Funds are not allocated State-wise and instead the Government provides matching share with that of State Government in premium subsidy over and above farmers’ share of premium in bidded premium.
(c): As per the latest revised estimates of coverage under PMFBY and RWBCIS for Kharif 2016, 390 lakh farmers have been covered and 386.75 lakh ha. area has been insured for a sum of Rs. 141883 crore. The total amount of premium paid by farmers including share-croppers is estimated at Rs. 2924.6 crore. State-wise details of companies which have received the premium for Kharif 2016 are at Annexure. 
(d): No such complaints have been received in respect of PMFBY/RWBCIS by Department of Agriculture, Cooperation and Farmers Welfare. Further, the Department has set up the National Crop Insurance Portal with the objective to integrate flow of services and information between all stakeholders so that transparency is ensured.
