(a) the number of people trained through Industrial Training Institutes (ITIs) apprenticeship and fees based courses during each of the last three years and the current year;
(b) whether his Ministry plans to conduct its own skills examination equivalent to 10th and 12th standards for those who pass ITI courses;
(c) if so, the details thereof along with its aims and objectives;
(d) whether the Human Resource Development Ministry has given its permission to conduct such examination and if so, the details thereof along with the time by which it is likely to come into force; and
(e) the steps taken/being taken by the Government to improve the quality of training being imparted to the youth of the country?

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:-
(a) the number of people trained through Industrial Training Institutes (ITIs) apprenticeship and fees based courses during each of the last three years and the current year;
(b) whether his Ministry plans to conduct its own skills examination equivalent to 10th and 12th standards for those who pass ITI courses;
(c) if so, the details thereof along with its aims and objectives;
(d) whether the Human Resource Development Ministry has given its permission to conduct such examination and if so, the details thereof along with the time by which it is likely to come into force; and
(e) the steps taken/being taken by the Government to improve the quality of training being imparted to the youth of the country?
ANSWER
(a) Following are the details about the number of persons enrolled and trained during last three years and current year under Craftsmen Training Scheme (CTS) implemented through Industrial Training Institutes and Apprenticeship Training Scheme (ATS) implemented through Industrial Establishment. Courses offered in ITIs are fee based.

(b) to (d) Ministry of Skill Development and Entrepreneurship has proposedto Ministry of Human Resource and Development(MHRD) to authorize National Council for Vocational Training (NCVT) to conduct its own examination for two academic subjects and award Secondary and Senior Secondary School Certificates to trainees of ITIs. The aim and objective of this initiative is to open pathways for candidates from ITI system who want to attain higher academic qualificationsalong with vocational qualifications and further vertical mobility. Permission is yet to be granted by MHRD to conduct such examination.
At present, academic equivalence of 10th and 12th classes are being provided to trainees of ITI through credit transfer model by National Institute of Open Schooling (NIOS) under MHRD. Ministry is also working with Central Board of Secondary Education (CBSE) to establish a mechanism to award academic certificates of secondary and senior secondary level to the trainees of ITIs.
(e) Government has taken following steps to improve the quality of training being offered to youth under Craftsmen Training Scheme.
1. Prescribing the new Affiliation Norms for ITIs.
2. Regular inspection of ITIs and de-affiliation of ITIs not confirming the NCVT norms & standards
3. ISO 29990 Certification of ITIs.
4. Quality Audit & Grading of ITIs.
5. Introduction of new trades & removal of obsolete trades.
6. Regular up-gradation of training content of ITI course as per industrial requirement
7. Aligning the course of CTS to National Skills Qualification Framework (NQSF) w.e.f. session started from August, 2016.
8. Implementation of ‘Dual System of Training’ in ITIs.
9. Training and re-training of instructors of ITIs.
10. Up gradation of infrastructure of ITIs through following centrally funded three schemes:
i. World Bank assisted Vocational Training Improvement Project (VTIP).
ii. Up-gradation of 1396 Government ITIs through PPP.
iii. Up-gradation of existing Government ITIs into Model ITIs.
Following steps to improve the quality of training being offered to youth under Apprenticeship Training Scheme.
1. Out of 259 designated trades, curriculums of 165 have been revamped according to industry requirement under Apprenticeship Training Scheme.
2. Officers from office of State Apprenticeship Advisors and Regional Directorates of Apprenticeship Training regularly visit the establishments to ensure the quality of apprenticeship training.
