ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HOUSING & URBAN AFFAIRS
(RAO INDERJIT SINGH)
(a) Yes, Madam. The National Transit Oriented Development (TOD) policy has been formulated. The TOD policy aims to promote planned and sustainable urban centers with high density, mixed land-use within an influence zone of 500-800 meters of mass transit stations. The policy aims to enable transformation of cities from private vehicle dependent development to public transport oriented development, promote the use of public transport by making it accessible, and at the same time curb pollution and other negative externalities of personal vehicles.

(b) National level and city specific consultation workshops on TOD were held in December 2013, September 2015, February 2016 and March 2016. These workshops were attended by experts, academicians, consultants & state/city officials. A national workshop was also held in Delhi on 28 February 2017 wherein the draft policy was deliberated at length with the State Government/ UT officials.
c) TOD designs and policies of Arlington (USA), Virginia (USA), Curitiba (Brazil), Hong Kong and Singapore were studied.
(d) & (e): The National TOD policy is a guidance document and has been circulated to all States/ UTs as a template to develop State/ UT/city specific TOD policies. States/ UT may develop, notify and formulate suitable regulations for implementing their policy.
