Functioning of Rashtriya Krishi Vikas Yojana

The implementation of Rashtriya Krishi Vikas Yojana (RKVY) in the States/Union Territories (UTs) is being reviewed regularly in various meetings with concerned officials of the States/UTs. The Department had also assigned concurrent evaluation of the scheme for 2016-17 to Institute of Economic Growth (IEG). The interim report submitted by IEG observed that there is very little focus by the States/UTs on Marketing, Food Processing and Innovative projects under the scheme. On the basis of feedback received from the stakeholders of implementation of the scheme and evaluation of the scheme by IEG, the scheme is proposed to be revamped with focus on promotion of private investment, agri-business entrepreneurship and development of agricultural infrastructure including post harvest infrastructure.

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:-
(a) whether the Government has recently reviewed the functioning of Rashtriya Krishi Vikas Yojana (RKVY) in the country;

(b) if so, the outcome thereof;

(c) the details of the deficiencies identified in its functioning;

(d) the corrective measures taken/proposed to be taken by the Government for effective implementation of the Yojana; and

(e) the details of the funds released and spent by each State/UT during each of the last two years under this Yojana?

(a) to (d): Yes, Madam. The implementation of Rashtriya Krishi Vikas Yojana (RKVY) in the States/Union Territories (UTs) is being reviewed regularly in various meetings with concerned officials of the States/UTs. The Department had also assigned concurrent evaluation of the scheme for 2016-17 to Institute of Economic Growth (IEG).
