(b) whether the Government has started grading of Kaushal Vikas Kendras set up for the implementation of PMKVY and if so, the details thereof and the norms fixed for grading of such centres;
(c) whether a large number of franchisees have been affected with the implementation of grading system, if so, the details thereof;
(d) whether a large number of cases of cheating with youths by misusing the name of PMKVY have been reported from various areas during the last two years and if so, the details thereof along with the action taken in this regard; and
(e) the steps taken by the Government to open Pradhan Mantri Kaushal Kendras equipped with modern infrastructure at the earliest in each of the districts in the country in order to provide facilities of skill training to the interested persons?

(a) the number of skill development centres set up by private sector under Pradhan Mantri Kaushal Vikas Yojana (PMKVY);
(b) whether the Government has started grading of Kaushal Vikas Kendras set up for the implementation of PMKVY and if so, the details thereof and the norms fixed for grading of such centres;
(c) whether a large number of franchisees have been affected with the implementation of grading system, if so, the details thereof;
(d) whether a large number of cases of cheating with youths by misusing the name of PMKVY have been reported from various areas during the last two years and if so, the details thereof along with the action taken in this regard; and
(e) the steps taken by the Government to open Pradhan Mantri Kaushal Kendras equipped with modern infrastructure at the earliest in each of the districts in the country in order to provide facilities of skill training to the interested persons?
ANSWER
(a) Under the Pradhan Mantri Kaushal Vikas Yojana PMKVY 2015-16, trainings were conducted by multiple Training Providers/Training Centers including private and non-governmental organizations. The accreditation and affiliation of these Training Providers/Training Centers (TPs/TCs) were done by respective Sector Skill Councils (SSCs). About 13,000 Training Centres were involved under PMKVY 2015-16 for imparting skill training.
Under PMKVY 2016-20 scheme, focus on quality capacity building is significantly enhanced. All accreditation is done by an online portal SMART with inspections done by an independent third party assessment agency, QCI. As on 17th July 2017, targets have been allocated to 3365 Training Centers.
(b) and (c) Under the scheme, the grading of Training Centres is linked to quality of training, infrastructure availability, training capacity, self-owned centre or franchisee centre, past performance, geographical location and other relevant parameters including compliance matrix as per guidelines.
Further, only first level franchising is allowed under the scheme and franchisee centres are to be given lower priority and it is planned to gradually phase out franchisee centres. However, in the course of implementation of the scheme it was found out that franchisee centers comprised of around 50% of the centers under the scheme. During monitoring visits, it was observed the compliance to scheme guidelines was significantly lower in case of franchisee centres as compared to Training Provider Owned centres. In view of this Ministry has decided to provide a pathway for all franchisees to become Training Providers, thus converting franchisee centres under PMKVY into Training Provider Owned centers. Further, no new franchising center will be allowed under the scheme.
(d) Ministry has been taking stern actions against fake/fraud agencies misusing the name of PMKVY by lodging FIR for preventing cheating of candidates.
(e) Under Pradhan Mantri Kaushal Kendra (PMKK), Government is establishing model aspirational skill development centre for delivery of skill development training. The objectives of PMKK are to focus on elements of quality, sustainability and connect with stakeholders in skills delivery process. Each centre runs skill development training programmes under PMKVY. As on 16th July 2017, 556 PMKKs have been allocated in 514 districts across the country. Out of which, 34 districts of N-E States have been covered under PMKK.
