(a) the details of sub-components of Integrated Child Development Services (ICDS) scheme; 
(b) the steps taken by the Government to monitor progress under the scheme; and 
(c) the facilities provided by the Government for welfare of Anganwadi workers and helpers under the scheme?

The honorarium paid to Anganwadi Workers and Anganwadi Helpers is Rs.3000 and Rs.1500 p.m. respectively. The honorarium paid to AWW of Mini-AWCs is Rs.2250/- p.m. Besides, most of the
States/UTs are also giving additional honorarium to Anganwadi Workers and Anganwadi Helpers out of their own resources for any additional work assigned to them from time to time.

Government of India is fully conscious of the significance of voluntary efforts put in by these honorary workers and, therefore, consistent efforts have been made to improve their working conditions by extending facilities / benefits from time to time. The following benefits other than honoraria are extended to them:-

i. 20 days casual leave per year
ii. Paid absence on maternity of 180 days
iii. Provision of uniform and name badge
iv. Reservation of 50% of vacant posts of Supervisors for AWWs
v. Recruitment of 25 % of AWWs from amongst AWHs
vi. Insurance cover under Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana and Anganwadi Karyakartri Bima Yojana as the case may be.

(a) the details of sub-components of Integrated Child Development Services (ICDS) scheme; 
(b) the steps taken by the Government to monitor progress under the scheme; and 
(c) the facilities provided by the Government for welfare of Anganwadi workers and helpers under the scheme?

ANSWER
MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT
(SHRIMATI KRISHNA RAJ) 

(a): The Integrated Child Development Services (ICDS) Scheme is a centrally sponsored scheme being implemented by the State Governments/UT Administrations, aiming at holistic development of children below 6 years of age and pregnant women & lactating mothers, by providing a package of six services comprising (i) Supplementary nutrition (ii) Pre-school non-formal education (iii) Nutrition and health Education (iv) Immunization (v) Health check-up and (vi) Referral services through Anganwadi Centres at grassroots level. 

The component under the Integrated Child Development Services (ICDS) scheme are Staff Salary, Honorarium, Supplementary Nutrition, Petrol-Oil & Lubricant (POL), Hiring of Vehicles, Uniform, Medicine Kit, Pre-School Education Kit, Rent, Contingencies, Information Education & Communication/IYCF Monitoring & Evaluation, Training, Early Childhood Care & Education, Flexi-Fund, Purchase of Vehicles, equipment/Furniture, Uniform, Badge, Weighing Scales, ECCE Day, Grading & Accreditation, Construction & Upgradation of AWC Buildings, etc. for implementation of the ICDS Scheme. 

(b): As regards the monitoring, the Government of India has prescribed a 5 tier monitoring Committees at the National, State, District, Block and Anganwadi Centre levels. The data of the services rendered at the AWCs are generated by the AWWs and is transmitted upwards which is reported to this Ministry every month by the State Governments as consolidated by them.
