Scheme for One Stop Centre

(a) the aims/objectives and salient features of One Stop Centre scheme implemented by the Government for women affected by violence along with the facilities/services available therein;
(b) the details of such centres presently operational/non-operational in the country and the number of women benefited/assisted thereby, State/UT-wise indicating the State having maximum cases reported to these centres; 
(c) the details of proposals received from States/UTs for setting up of such centres under the scheme along with the proposals approved/lying pending and the funds sanctioned/released and utilised thereunder during each of the last three years and the current year, State/UT-wise; 

(d) whether the Government proposes to amend the scope of the scheme for opening of such centres in each district in place of each State/UT of the country and if so, the details thereof; 
(e) whether the Government has also started any helpline to prevent women related violence in the country and if so, the details thereof; and 
(f) the corrective measures taken for setting up and operationalisation of such centres at the earliest?

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:-
(a) the aims/objectives and salient features of One Stop Centre scheme implemented by the Government for women affected by violence along with the facilities/services available therein;
(b) the details of such centres presently operational/non-operational in the country and the number of women benefited/assisted thereby, State/UT-wise indicating the State having maximum cases reported to these centres; 
(c) the details of proposals received from States/UTs for setting up of such centres under the scheme along with the proposals approved/lying pending and the funds sanctioned/released and utilised thereunder during each of the last three years and the current year, State/UT-wise;

ANSWER
MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT
(SHRIMATI KRISHNA RAJ)

(a): The Ministry is implementing Scheme for setting up One Stop Centre since 1st April 2015to support women-affected by violence. The scheme aims to facilitate access to an integrated range of services including medical aid, police assistance, legal aid/case management, psycho-social counselling, temporary support services to women affected by violence.


(b) to (d): Under the scheme, it has been envisaged that One Stop Centres would be set up across the country in phased manner. In the first phase, one Centre was sanctioned per State/UT. Further, 150 additional Centres are taken up in second phase during 2016-17. The Ministry has approved all the proposals received from States/UTsunder two phases.Out of the 186 sanctioned OSCs, a total number of 148 One Stop Centres are operational so far. Data regarding number of women assisted have been received from States/UTs Government is at Annexure-I. The details of fund sanctioned during 2015-16, 2016-17 and current year is at Annexure-II.

(e): The Scheme for Universalisation of Women Helpline is being implemented since 1st April, 2015 to provide 24 hour emergency and non-emergency response to women affected by violence includingsexual offences and harassmentboth in public and private sphere, including in the family, community, workplace, etc. 

(f): The Ministry is regularly monitoring and reviewing the status of One Stop Centres with the State/UTs Governmentfor operationalisation of such centres at the earliest.
