Swadhar Greh Scheme

(a) whether the Government implements Swadhar Greh Scheme to provide relief and rehabilitation to destitutes/widows/divorced women in the country;
(b) if so, the salient features thereof along with the funds allocated/released and utilised thereunder during each of the last three years and the current year, State/UT-wise;
(c) the number of shelter homes/Swadhar Grehs presently functional in the country along with the number of women benefited thereby, State/UT-wise;
(d) whether the Government has evaluated/assessed the long term impact of the support services such as vocational training being provided under the scheme and if so, the details thereof; and

(e) the other schemes/measures taken by the Government for the welfare of such women along with the mechanism put in place for effective implementation of schemes and judicious utilisation of funds for the purpose?

(a) whether the Government implements Swadhar Greh Scheme to provide relief and rehabilitation to destitutes/widows/divorced women in the country;
(b) if so, the salient features thereof along with the funds allocated/released and utilised thereunder during each of the last three years and the current year, State/UT-wise;

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO 282 TO BE ANSWERED ON 04.08.2017 DR. BHARATIBEN D. SHYAL AND SHRI RADHESHYAMBISWAS REGARDING SWADHAR GREH SCHEME


(a) & (b): The Ministry of Women and Child Development is implementing the Swadhar Greh Scheme which targets the women victims of difficult circumstances who are in need of institutional support for rehabilitation so that they could lead their life with dignity. The Scheme envisages providing shelter, food, clothing and health as well as economic and social security for the women victims of difficult circumstances. Funds are not allocated State-wise under Swadhar Scheme/Swadhar Greh Scheme. The details of State/UTs-wise funds released and utilised under Swadhar/Swadhar Greh Scheme during the last three years and current year is enclosed as Annexure I.


(c): The details of State/UTs-wise number of Swadhar Home/Swadhar Grehs presently functional in the country alongwith the number of Women benefited is enclosed as Annexure-II.


(d): No, Madam. 


(e): The Ministry of Social Justice and Empowerment has informed that it is implementing a Central Sector Scheme of Integrated Programme for Older Persons (IPOP) since 1992 with the objective of improving the quality of life of senior citizens by providing basic amenities like shelter, food, medical case and entertainment opportunities interalia, including Multi Facility Care Centres for Older Widows to provide food, shelter & Health care facilities. The Grant-in-aid are considered on the basis of recommendations of the State/UT Governments’ satisfactory reports of inspection carried out annually. 


The Ministry of Rural Development has informed that it is implementing Indira Gandhi National Widow Pension Scheme (IGNWPS) under the National Social Assistance Programme, a Social Security / Welfare Programme for the persons belonging to below poverty line household implemented in rural as well as urban areas of the country. The Ministry has developed an IT enabled fund management system and transactions/one flow based software for monitoring the implementation of the scheme.
