(a) whether various Welfare Schemes formulated for handloom weavers could not be implemented in the whole country due to inadequate and inappropriate maintenance of basic data related to them;

Will the Minister of TEXTILES be pleased to state:-

(a) whether various Welfare Schemes formulated for handloom weavers could not be implemented in the whole country due to inadequate and inappropriate maintenance of basic data related to them;
(b) if so, the details thereof;
(c) whether the Government proposes to adopt more scientific approach in this regard; and
(d) if so, the details thereof?

MINISTER OF STATE FOR TEXTILES
(SHRI AJAY TAMTA)

(a) & (b): The Office of the Development Commissioner for Handlooms under the Ministry of Textiles has been implementing various developmental and welfare schemes for the handloom sector in consultation and coordination with the State Directorate of Handlooms & Textiles and the Weavers’ Service Centres located almost in all the States. The proposals of the eligible handloom agencies, located in weavers’ concentration areas, duly recommended by the State Directorates of Handlooms & Textiles & the State Level Project Committees, are considered on merit for providing financial assistance for implementation of projects under the schemes. Presently, the following schemes are being implemented for the handloom sector:-
1. National Handloom Development Programme (with following components)
(i) Block Level Cluster
(ii) Handloom Marketing Assistance
(iii) Concessional credit/weavers Mudra Scheme
(iv) Handloom Census
2. Yarn Supply Scheme
3. Comprehensive Handloom Cluster Development Scheme
4. Handloom Weavers’ Comprehensive Welfare Scheme

(c) & (d): The present system is doing well.
