ANSWER
MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT
(DR. VIRENDRA KUMAR)

(a) Yes, the Government of India celebrated “Beti Bachao Beti Padhao week-The Daughters of New India” as a mark to celebrate Girl Child and Enable her Education. It was observed from 9th October -14th October, 2017 with special focus in 161 selected districts for implementing BBBP Scheme.

(b) To improve the Child Sex Ratio and to create an enabling environment for the education of girl child is a long-term challenge. CSR is calculated on Decadal basis by Registrar General of India through census. In 104 districts out of 161 selected BBBP districts sex ratio at birth (SRB) has shown improving trend (1 district stable trend) in the period between 2015-16 and 2016-17. There are indications of initial encouraging trends. BBBP is already capturing collective consciousness in the Country. The scheme has been well received and in the last two years, several local innovative interventions have been demonstrated by the districts and States/UTs with support from Departments of WCD, Health & Education, besides National Media and advocacy campaigns through I&B.

(c) The expansion of BBBP Scheme has been approved by the cabinet covering all the 640 districts (as per census 2011) in the country, through Multi-sectoral interventions in 405 districts and Alert District Media & Advocacy outreach in 235 districts. The Scheme is already being implemented in UT of Lakshwadeep.

(d) A statement regarding funds allotted/released under BBBP campaign during the last three years and current year is annexed at Annexure-I.

(e) Under BBBP Scheme funds are transfered to District administration for carrying out various activities. The District Collectors/Deputy Commissioners (DCs) lead the implementation of BBBP at the District level with different willing stakeholders which can include NGOs

(f) (i) The Scheme is currently being implemented through District administration and in normal course District Administrations take care of the safety of Child Sex Ratio teams, field workers & officials in/around gender critical districts in States/UTs.

(ii) Multi-sectoral interventions and Media campaign and advocacy outreach of BBBP are taken up for greater coverage/reach in the country. BBBP is already capturing collective consciousness in the Country. To sensitize the masses and for changing their mindset a Nation-wide 360 degree campaign launched which includes radio spots/jingles in Hindi and regional languages, video spots. SMS campaigns, community engagement through various media activities such as mobile exhibition vans, and field publicity Mailers, Hand-outs, Brochures and other IEC material in English, Hindi and regional languages as well. Nukkad Natak are taken up in hindi and regional languages.
