Swadhar Greh Scheme
(a) the salient features of the Swadhar Greh Scheme implemented by the Government to provide relief and rehabilitation to women victims of difficult circumstances including destitutes/widows/divorced women in the country;
(b) the funds allocated/released and utilised under the scheme during each of the last three years and the current year, State/UT-wise;
(c) the number of Swadhar Homes/ Grehs presently functional and the number of women beneficiaries thereby, State/UT- wise;
(d) whether the Government has taken note of incidents of sexual harassment of women living in these homes and if so, the number of complaints reported in this regard along with the monitoring mechanism put in place to check such incidents; and
(e) whether any impact evaluation of the scheme has been undertaken by the Government and if so, the details and findings thereof?

(a) The Ministry of Women and Child Development is implementing the Swadhar Greh Scheme which targets the women victims of difficult circumstances who are in need of institutional support for rehabilitation so that they could lead their life with dignity. The Scheme envisages providing shelter, food, clothing and health as well as economic and social security for these women. The scheme focuses on establishing one Swadhar Greh in each district.
(b) & (c) The State-wise details of funds released and utilized under the Swadhar Grehs during each of last three years and the current year and number of beneficiaries is enclosed as annexure-I and annexure-II respectively.

(d) The Scheme Swadhar & Short Stay Homes were evaluated by
Centre for Market Research and Social Development, New Delhi in the year 2007 to assess the performance of both the schemes. The report recommended merger of these two schemes for better functioning and outcomes with lesser administrative burdens and procedures. On the basis of the recommendation of evaluation Study both the Schemes were merged with the approval of SFC held on 17.11.2014 followed by Supplementary SFC held on 22.09.2015 with the revised financial norms. The new Scheme Swadhar Greh is effective from 01.01.2016.
