AGENDA OF RURAL HOUSING DIVISION
FOR PERFORMANCE REVIEW COMMITTEE MEETING 6th June, 2019

1. Core issues with regard to implementation of the scheme
1.1 Physical
(i) Gap in sanction of PMAY-G houses against the allocated target of 99.96 lakh houses of PMAY-G (Phase-I) 
Against the allocated target of 99.96 lakh house by 31stMarch 2019, 3.48 lakh houses are still pending to be sanctioned as on 3rd June 2019. The major gap observed in the following States:
Gap in Sanction as on 3rd June, 2019: Bihar (1,56,864), Andhra Pradesh (42,364), Assam (33,683), Tamil Nadu (28,152), Kerala (25,400), Uttar Pradesh(11,427), Maharashtra(6,875).

(ii) Timeline for completion of incomplete PMAY-G-I houses and new PMAY-II targets
(a) PMAY-G Phase I:
States are requested to achieve the completion of 1 crore houses by 31st March, 2019. The States/UTs are requested to upload all the completed houses of 2018-19 immediately.
(b) PMAY-G Phase II:
The new target of 60 lakh houses has been allocated for the year 2019-20. The States/UTs are requested to sanction houses of 2019-20 by 30th June, 2019. Further, States/UTs are also requested to complete the houses of 2019-20 by December, 2019.

(iii) Monitoring of delayed Houses - Houses not completed even after 12 months from the date of release of 1st instalment As on 4th June 2019 7,18,925 houses stands delayed i.e. houses not completed even after 12 months from the date of release of 1st instalment. Maximum number of delayed houses as on 4th June 2019 are in the following States:
Bihar (1,83,344), Odisha (1,34,948), Madhya Pradesh (74,819), Tamil Nadu(61,634),Jharkhand (48,811), Maharashtra (46,554), Rajasthan (29,868), West Bengal (28,961), Assam (28,856).



(iv) Progress in providing land to landless beneficiaries for construction of houses.
As reported by the States/UTs, so far only 92,287(21.9%) PMAY-G beneficiaries have been provided land for house construction out of identified 4,22,298 landless beneficiaries. The details pertaining to landless beneficiaries identified in the States and provision of land is provided below:

(v) Progress in seeding of beneficiary database with Aadhar
Out of total household 1,17,71,163 registered in MIS, 82,03,388 are Aadhar seeded. The following states are lagging behind in seeding Aadhar in MIS:
Himachal Pradesh, West Bengal, Haryana, Gujarat, Karnataka, Maharashtra, Tamil Nadu, Arunachal Pradesh, Madhya Pradesh, Bihar, Jammu and Kashmir, Mizoram, Manipur, Assam, Meghalaya, Nagaland, Andaman and Nicobar, Dadra and Nagar Haveli



1.2 Financial
(i) Release of matching States share under PMAY-G I and FY 2019-20.
The States are advised to release the matching State share (as applicable40%/10%) under PMAY-G against the funds released to them in FY 2016-17, 2017-18 and 2018-19.
States/UTs to ensure timely release of state matching share for the year 2019-20.

(ii) Submission of pending proposal for availing installments under Phase I(as applicable) and fresh proposals for FY 2019:
The proposals for releases of funds under PMAY-G I are still pending from the States Jharkhand, Bihar, Rajasthan, Madhya Pradesh, Andhra Pradesh, Goa, Karnataka, Kerala, Tamil Nadu, Telangana, West Bengal, Haryana, Himachal Pradesh, Jammu & Kashmir, Maharashtra, Punjab, Uttar Pradesh and Uttarakhand.
States to ensure submission of pending proposals along with necessary documents viz. UC/expenditure statement signed by concerned Administrative/Finance Secretary, CA certified Audit report, audited bank statement, etc pertaining to PMAY-G I releases.
States to ensure timely submission of fresh proposal for the FY 2019-20.

(iii) Submission of pending proposal for release of funds to UTs for PMAY-G I and FY 2019-20
The proposal for release of funds for the year 2017-18 and 2018-19 is pending from UT of Andaman &Nicobar Island. The proposal for 2018-19 for UT of DNH is under consideration of the Ministry.
UTs to ensure timely submission of proposal for the year 2019-20 along with requisite documents.

(iv) Status of financial reconciliation- data entry as per the new Financial Reconciliation Module.
New modules have been enabled in AwaasSoft for financial reconciliation, Bank Reconciliation and online Utilization Certificate.
It was observed in financial reconciliation activity done with the States/UTs that financial figures like opening balance, closing balance, interest accrued etc. were not matching between Audit Statement and as shown on AwaasSoft. Hence, States may correct the entries for FY2016-17, FY2017-18 and FY2018-19. However, these figures must comply with the audit statements given by States to MoRD. Additionally, change in the figures must be ink signed by Secretary RD of the State/UT.
One of the biggest problems reported by States is the difference in the balance available on AwaasSoft to generate FTOs and the balance available as per bank statement. AwaasSoft shows the notional balance whereas actual credit balance is reflected in the bank statement. More often, it is observed that States reports negative balance on AwaasSoft thus inhibiting drawl of FTOs whereas funds are actually available in the bank account. Additionally, it is observed that Internal Finance Division, MoRD delays the release due to difference observed between AwaasSoft and Bank Statement. Therefore, it is important to match the balance between bank and AwaasSoft. Hence, Bank Reconcili PWL has been uploaded for 2,19,433 GPs out of total 2,26,280GPs having eligible
beneficiaries.



(ii) Identification of additional households who though eligible have not been included in the PWL
The States/UTs were requested to upload the names of left out households on AwaasSoftwhich have not been included in the Permanent Wait List. Approx. 3,53,75,438registration (Existing Registration 2,47,122and New Registration 3,51,28,316) have been received through AwaasSoft and AwaasApp, validation of same is under process by the Ministry.

3. Guidelines/Policy Matters
Training of Rural Masons :
(i) Progress made by States in initiating and up scaling rural mason training programme.
With a target to achieve 1 Lakh trained and certified rural masons by 31st March 2019, only 38,463 masons have been trained and certified, another 24,215 undergoing training/assessment out of the total of 76,891 enrolled. Only 12 states/UTs have initiated any kind of training activities till date. Of these, Chhattisgarh, Madhya Pradesh and Jharkhand have shown considerable activity and Gujarat, Maharashtra, Uttar Pradesh and West Bengal are catching up, while all other states are lacking.
Additionally, Recognition of Prior Learning (RPL) along with bridge training activities also need to be initiated to ensure certification and improvement in wages/income and standards of the rural masons, the process has been initiated by states of Chhattisgarh, Jharkhand, Uttar Pradesh and West Bengal.
(ii) Action plan for achieving the Target for rural mason training.
The states are advised to prepare and present their respective action plan for achieving the Target for rural mason training, including empanelment of training providers, training of trainers, identification of beneficiaries and trainees, followed by training and certification achievements and timelines.

4 . House Design Typology
The use of region specific design typologies and specifications in construction of PMAY-G houses will make them socio-culturally acceptable, reduce cost of the building, increase disaster resilience and generate livelihood in the local communities.
Over and above with the use of low embodied energy building materials, possible adverse environmental impact associated with high housing target can be reduced.Release of compendium of house design typologies- PAHAL, includes 15 states, 62 housing zones and Housing typologies 108.
States/ UTs to include technologies based on house design typologies in the SoR and promote their use in the construction of houses under PMAY-G, through IEC activities.



5. Demonstration Houses
(i) Draft guidelines for construction of demonstration houses for inputs/ suggestions have been shared with the States / UT, dated 17th December 2018. Inputs have been received only from the State of Andhra Pradesh, Assam, Haryana, Jharkhand, Kerala, Maharashtra, and Tamil Nadu so far. Other States/UTs requested to provide their inputs on the draft guidelines for construction of demonstration houses at earliest.
(ii) The Ministry has taken up initiative of construction demonstration houses in the States Uttar Pradesh and Assam with the help of CBRI, Roorkee. The proposal is under approval.
(iii) State/ UTs are requested to take up construction of demonstration houses with technologies and specifications appropriate to the local context, preferably at block level and made them available for the beneficiaries to visit and experience.

6. Feedback on Social Audit guidelines for PMAY-G
The Ministry in consultation with NIRD&PR is in the process of finalizing the Social Audit guidelines. The pre-final guidelines on Social Audit in PMAY-G shall be shared with the States/UTs shortly. The States and UTs are requested to provide their inputs/feedback on the guidelines and initiate actions for conducting social audit in their States/UTs as per the final guidelines.

7. Status of setting up of PMU as per structure in Framework for Implementation
The States/UTs have been advised to set up PMUs as per Framework for Implementation. All the States except Gujarat and Goa have set up PMUs in their States.
Action Required: The State of Goa and Gujarat are advised to expedite the process of PMU set up.

8. Collaboration among the State Government and the academic / Technical institutesCollaboration among the State Government and academic institutes has been envisaged for the technical support in the implementation of PMAY-G.Draft guidelines for collaboration among the State Government and the academic / technical institutes in the implementation of PMAY-Ghas been shared with all the States/ UTs with theMoRD’s vide letter dated 1st April 2019 seeking inputs on the same. So far
inputs have been received only from the States of AndhraPradesh and Rajasthan.Other States/UTs requested to provide their inputs on the draft guidelines at earliest.



9. MIS/AwaasApp/ Information Technology Related State Specific Matters
(i) Module for House Quality Review through Geotagged photographs - Photographs of the houses under PMAY-G are being captured in AwaasSoft at different level of the completion namely- Existing site (Old House), Proposed Site, Plinth, Roof Cast, Completed and Toilet Completed.Geotagged photographs at different stages helps in - monitoring the quality and progress in house construction
Photographs of the completed houses approved by the States are being reviewedatthe MoRD using “House Quality Review Application” in Awaassoft and are being sent to the States for compliance.Some of the important observations on thereviewedphotos are-Houses do not show all the elements expected at the stage of completion, Photographs as completed houses are not actually completed on site. In some cases geo-tagged photographs have not been captured properly.
States/ UTs to ensure quality in the construction of houses under PMAY-G and share compliance on the reviewed photographs either found Non-satisfactory or incomplete during the review.
(ii) SECC details verification Module – Demonstration and feedback on the same Cases have been reported where there is discrepancy in the details of family members, social category etc. as reflected on MIS-AwaasSoft. To rectify such errors after verifying the family member details of PMAY-G beneficiaries from the records of SECC division, a module has been developed i.e. “SECC Digitisation Errors Resolution Module”. It is a module hosted on AwaasSoft at the respective logins of the States/UTs for re-verification of errors reported in details of family members of PMAY-G beneficiaries. Action Required: The States/UTs are requested to use the module for rectification of errors.
(iii)Feedback on Admin module shared with the States/UTs It is observed that due to operation of separate state and district admin accounts, tracking of admin funds becomes difficult. Further, the activity for which the admin fund is being utilized could also not be traced. In view of the same, in order to track the utilization of the administrative funds till the block level using a unified medium,
it is important that all the existing accounts at State/District/Block be closed and only SNA be active for release of admin funds as is being followed for the release of programme funds through the SNA. This would allow the State, District and Block to draw admin FTOs from SNA using their respective digital signatures. Further, provision for activity-wise tracking of administrative funds is available to have a better picture of the fund utilization.
In addition, as per the approved Cabinet Note, administration fund is reduced from current 4% to 2% of the programme fund. Out of this 2%, 0.3% of the programme fund is to be retained at central level and the remaining 1.70% of programme fund is to be released to the State/UTs as Administrative Fund.
The States/UTs are required to close all the existing admin accounts at State/District/Block level and start using the Administrative Fund Management System available in AwaasSoft for drawing the admin FTOs. The officials at State/District/Block level shall be required to register and enroll for digital signature.
These officials can then draw the admin fund FTOs using AwaasSoft. 
(iv)Performance assessment of State Nodal Banks and distribution of National Awards, 2019
In order to ensure transparency and timely payment of assistance to the beneficiaries of PMAY-G, the unit assistance under PMAY-G is transferred directly into the savings account of the beneficiaries from the State Nodal bank (SNB) Account through AwaasSoft-PFMS platform. However, in the process of transfer of assistance to the bank account of beneficiary, issues relating to delayed bank account verification, transfer of funds, cases of false success and false reject etc. are reported, which ultimately delays the transfer of assistance. PFMS along with State nodal banks play a crucial role in transfer of assistance to beneficiaries. With an objective to recognize and reward the admirable work done by State Nodal Banks, National Awards 2019 shall be given to the banks for excellence in supporting smooth implementation of direct benefit transfer in PMAY-G.
It is also proposed to assess the performance of State Nodal Banks on monthly and quarterly basis on real time on MIS-AwaasSoft.



10. Best Practices/Innovation/Case Studies
Repository for best practices/success stories –Contributionsby States/UTs Repository for best practices/success stories – Contributions by States/UTs towards the following:
▪ HD photographs
▪ Success stories
▪ Best practices
▪ Videos of PMAY-G training, AwaasDiwas, PMAY-G related events
▪ State publication related to PMAY-G-booklets, manuals, typology etc.
The States are encouraged to share best practices on how to improve the quality and pace of construction. The states have also published booklets which are provided as starter kit to beneficiaries after the sanction of house. The States/UTs are requested to share the same with the Ministry.

11. Pending Grievances/Parliamentary matters
• Action Taken Report (ATR) on complaints and NLM reports forwarded to State/UTs are required from States/UTs at the earliest.
• Action Taken Note on:
- C&AG/PAC Paras– pending from Manipur, Madhya Pradesh, Karnataka, Rajasthan, Gujarat, Bihar Telangana, West Bengal, Chhattisgarh, Kerala.
- Internal Audit Paras forwarded to States of A & N Island, Karnataka, Bihar, Chhatisgarh, Haryana, Himachal Pradesh, Jharkhand, Madhya Pradesh, Punjab, Rajasthan, Tamil Nadu, Uttrakhand, Uttar Pradesh and West Bengal is still awaited from the States/UTs.

12. Convergence
As per AwaasSoft reports, as on 3rd June, 2019, the number of persondays generated under MGNREGA are 55.57 crores against 96.50 lakh houses sanctioned. The number of houses with LPG connection stands at32,79,914 against 83,80,737PMAYG houses above lintel level as on 3rd June, 2019.

13. About Dashboard for capturing response of state on communications sent by MORD
It is proposed that a dashboard will be prepared by MoRD to coordinate the different communication to the states. MoRD sends categories of letter to the states and UTs 
• Involve state in day to day decision making
• Seek Status of tasks assigned to states over urgent matters
• Engage state in knowledge building of RH
A dashboard has been proposed for letter communications that will ensure 
1. Streamlining & standardising letter sending& receiving process to states 
2. Real time receipt of letter by SPMU, preventing delays & misses in communication
3. Maintaining record of all responses & no responses from all states
4. Ensuring better State participation on regular basis, recording the efforts of reminders
The dashboard will show the response of state against each request sent by MoRD. Suggestions to be taken from state on the same 

14. Building state-wise image database of rural houses
The states will be provided a link to upload photographs depicting different types of kuchha rural house prevalent in the state (10-15 unique type of rural houses). In addition, the states and UT have to provide photos of 100 rural houses of Awaasplus applicants from each block.
A separate link would be provided to states for this.

15. PFMS
(i) Status of closure and de-mapping of inactive bank accounts mapped with PFMS agencies associated with PMAY-G 
It is observed that there are multiple active and inactive bank accounts, pertaining to Rural Housing at different levels of administration other than SNA, which are yet to be closed and de-mapped from the PFMS and balance available in the accounts, if any, to be transferred to SNA since the intent is to move towards a single state level bank account for programme and admin funds.
The response/action taken from the States along with supporting certificates is still awaited.
(ii) Status of submission of list of cases pertaining to false success and false reject identified by the States/UTs.
The beneficiary payments that have been identified as false success or false reject as per the status received from the bank through PFMS against the instalment payment request initiated through AwasSoft are required to be identified by the States/UTs. The details of all the identified false success/reject cases tobe uploaded on AwaasSoft and confirmation along with details to be sent to theMinistry at the earliest.

16. Closure of IAY
• Status of receipt of information from States/UTs in respect of completion of pending IAY houses and closure of the scheme 
The details are pending to be received from all States except Uttar Pradesh.
