Housing Requirement under PMAY

(a) the steps taken by the Government in addressing the housing requirement of the people belonging to Economically Weaker Sections (EWS), Lower Income Group (LIG) and Middle Income Group(MIG) categories in urban areas;
(b) the number of houses approved, under construction and the number of houses completed under the Pradhan Mantri Awas Yojana (PMAY) during each of the last three years;
(c) the targets set for constructing houses under the scheme in urban are as during 2019 to 2022 and the reasons for shortfall in achievement of targets;
(d) the details of houses occupied by beneficiaries, State-wise;
(e) the demand validated and reported by States/UTs under the scheme as on December 31, 2018; and
(f) the measures taken by the Government to implement the scheme in a time bound manner and expedite completion of the approved houses?

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:-

(a) the steps taken by the Government in addressing the housing requirement of the people belonging to Economically Weaker Sections (EWS), Lower Income Group (LIG) and Middle Income Group(MIG) categories in urban areas;

(b) the number of houses approved, under construction and the number of houses completed under the Pradhan Mantri Awas Yojana (PMAY) during each of the last three years;

(c) the targets set for constructing houses under the scheme in urban are as during 2019 to 2022 and the reasons for shortfall in achievement of targets;

(d) the details of houses occupied by beneficiaries, State-wise;

(e) the demand validated and reported by States/UTs under the scheme as on December 31, 2018; and

(f) the measures taken by the Government to implement the scheme in a time bound manner and expedite completion of the approved houses?

ANSWER

THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF HOUSING AND URBAN AFFAIRS

(SHRI HARDEEP SINGH PURI)

(a) : Government of India has launched the Pradhan Mantri Awas Yojana (Urban) {PMAY(U)} Mission on 25.06.2015 to provide central assistance to States/ Union Territories(UT) for facilitating housing to all eligible families/ beneficiaries by 2022. The Mission comprises four components viz. In-Situ Slum Redevelopment (ISSR); Affordable Housing through Credit-Linked Subsidy Scheme (CLSS); Affordable Housing in Partnership (AHP); and assistance for beneficiary-led individual house construction (BLC).

Under ISSR component, the Central assistance is Rs. 1 lakh per house while for the AHP and BLC components, the central assistance of Rs.1.5 lakh per house is provided by the Government for Economically Weaker Section (EWS) beneficiaries. Under CLSS component of the PMAY(U), there is an interest subsidy of 6.5% for EWS/ Lower Income Group (LIG), 4% for Middle Income Group-I (MIG-I) and 3% for Middle Income Group-II (MIG-II), calculated on housing loan up to Rs.6 lakh, Rs.9 lakh and Rs.12 lakh, respectively, over a tenure of 20 years.

(b): Year-wise details of houses approved, houses grounded for construction and the number of houses completed under PMAY(U) during the last 3 years, are given in Annexure I.

(c): PMAY(U) Mission aims to provide central assistance to States/UTs for facilitating housing to all eligible families/beneficiaries by the year 2022.

(d): State/UT-wise details of houses occupied are given in the statement enclosed at Annexure II.

(e): Under the PMAY(U), the States/UTs have undertaken demand survey for assessing the actual demand of houses. The validated demand as on December 31, 2018 was around 100 lakh houses.

(f): Keeping in view the road-map for achieving the goal of housing for all by 2022, States/UTs have been requested to strategize fast tracking in submission of project proposals to saturate their entire demand well in time.
