(a) whether any Van Gram Vikas Yojana has been worked out by the Government for the development of forest villages and if so, the details thereof, State/ UT-wise;
(b) whether any proposal has been received by the Government for the implementation of Van Gram Vikas Yojana from the Government of Madhya Pradesh in Mandala, Umaria, Hoshangabad, Devas and Raisen districts; and
(c) if so, the details thereof along with the details of the released/utilised amounts during the last three years and the current year?

(a) to (c) As informed by Ministry of Tribal Affairs, a programme for development of forest villages had been implemented since 2005-06 as a one-time measure for integrated development of forest villages with a view to raise the Human Development Index (HDI) of the inhabitants of the forest villages and for providing basic facilities and services in 2,474 forest villages/habitations that were covered under the scheme spread over twelve States in the country. The programme included infrastructure works relating to basic services and facilities viz., approach roads, healthcare, primary education, minor irrigation, rain water harvesting drinking water, sanitation, community halls, etc. and activities related to income generation. The programme was implemented as a part of the Special Area programme “Special Central Assistance to Tribal Sub-Plan” and funds were released from the year 2006-07 to 2011-12 only. No fund has been released during 2012-13 and onwards. A statement showing the state-wise number of forest villages/habitations in various parts of the country, covered under the aforesaid programme, is at Annexure.
As per information received from Government of Madhya Pradesh, it is further informed that projects for the development of forest villages under Van Gram Vikas Yojana was submitted by the Government of Madhya Pradesh in six phases. Mandla, Umaria, Hoshangabad, Dewas and Raisen districts were also included in the Project. An amount of Rs. 259.94 crore was sanctioned of which Rs. 253.68 crores was utilized. The programme was closed in the financial year 2010-11. Therefore no expenditure was incurred during last three financial years.
