आज लोकसभा में कोविड-19 महामारी के दौरान आयोजित की जाने वाली राहत योजनाओं के बारे में पूछे गए सवाल का केंद्र सरकार की तरफ से जवाब देते हुए वित्त राज्य मंत्री ने कहा कि कोरोना महामारी के दौरान सरकार ने इस महामारी के खिलाफ लड़ाई करने के लिए अनेक योजनाओं की शुरुआत की गयी. इसके तहत प्रधानमंत्री गरीब कल्याण योजना के जरिए लोगों को मुफ्त में खाद्यान का आबंटन किया गया. इसके लिए 1.70 लाख करोड़ रूपये की राहत की घोषणा की गयी. 

इस महामारी के दौरान कई योजनाओं की शुरुआत की गयी, जैसे कोरोना वारियर्स के लिए बीमा योजना- इसके तहत कोरोना वारियर्स को 50 लाख रूपये की व्यापक दुर्घटना कवर प्रदान की जाती है. प्रधानमंत्री गरीब कल्याण अन्न योजना- इसके तहत सभी परिवारों को 5 किलो खाद्यान मुफ्त प्रदान किया जाएगा. किसानों के लिए प्रधानमंत्री किसान सम्मान निधि योजना- इसके तहत सभी किसानों को प्रति वर्ष 6000 रूपये दिया जाता है. प्रधानमंत्री जन-धन योजना- इसके तहत सभी के खातों में नकदी हस्तांतरित किया गया. प्रधानमंत्री उज्ज्वला योजना- इसके तहत सभी उज्ज्वला गैस कनेक्शन वाले परिवार को मुफ्त में गैस प्रदान की गयी. मनरेगा योजना- इसके तहत प्रवासी मजदूरों को मनरेगा के तहत रोजगार दिया गया.

Will the Minister of FINANCE be pleased to state:-

a) the details of the schemes implemented/being implemented by the Government to provide relief to various sectors during the period of lockdown due to Pandemic COVID-19 in the country, Scheme-wise and Sector-wise;

b) the funds allocated under the said schemes along with its utilisation so far, Scheme-wise;

c) the number of beneficiaries of the said schemes across the country so far, Scheme-wise and Sector-wise;

d) the details of the irregularities reported in implementation of the said schemes across the country along with action taken thereon so far; and

e) the other steps taken/being taken by the Government in this direction?

(a) to (e): The Government has announced a Rs 1.70 Lakh Crore relief under the Pradhan Mantri Garib Kalyan Yojana for the poor to help them fight the battle against Corona Virus A total of INR 68,820 crores has been transferred in cash to eligible persons under various components of PMGKP as on 7.9.2020. So far 178.85 Lakh MT of foodgrains and 6.82 Lakh MT of pulses have been distributed free of cost to approx. 75 crores beneficiaries under NFSA and this scheme will continue till November 2020. Further, the facility of free food grains supply was also extended to migrants for 2 months under the Aatma Nirbhar Package announced on 14.05.2020. The Government is implementing Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) to provide health cover of Rs. 5 lakh per family per year for secondary and tertiary care hospitalization to around 10.74 crore poor and vulnerable families (approx. 50 crore Individuals) as per Socio-Economic Caste Census (SECC) data. To effectively cover AB-PMJAY beneficiaries for testing and treatment of COVID-19, packages for ‘Testing for COVID-19’ and ‘Treatment of COVID-19’ have been notified. The Reserve Bank of India had also announced a three-month EMI holiday from March 1, 2020, till May 31, 2020 on all term loan repayments like auto, home, personal loan EMIs etc, which was further extended till August 31, 2020. A Statement indicating details about the Pradhan Mantri Garib Kalyan Yojana is at Annexure-I. State/UT-wise details of beneficiaries and amount disbursed is at the Annexure II (a) & II (b).

The PM Street Vendor’s AatmaNirbhar Nidhi scheme has also been launched on 01.06.2020 to provide working capital loan of upto Rs.10,000/-, repayable in 12 monthly instalments, to street vendors whose business have been affected due to lockdown and who have been vending in urban areas on or before 24.03.2020. As on 10.09.2020, loans of 3.68 lakh street vendors have been approved out of which over 99,000 loans have been disbursed, involving an expenditure of 66.53 crore.

The assistance under the package was done through Direct Benefit Transfer in case of cash transfers and after proper verification in other cases.
