Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Government has any plan to provide mini hospital facilities in Sansad Adarsh Gram Yojana; and

(b) if so, the details thereof?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE

(a) & (b): There is no specific plan to provide mini hospital facilities in Sansad Adarsh Gram Yojana Framework. Public Health facilities in rural areas are based on population norms. The lowest unit is sub-centre which is for population of 5000 in plain areas and for population of 3000 in hilly/ tribal/ difficult areas. One sub centre may cater to more than one village. As per Rural Health Statistics 2017, as on 31st March, 2017, there were 156231 Sub Centres (SCs), 25650 Primary Health Centres (PHCs) and 5624 Community Health Centres (CHCs) functioning in the country. The details of availability of these health facilities, State/UT-wise, is given at Annexure. 

Public Health and hospitals is a State Subject and therefore the primary responsibility of providing health care services to the citizens lies with the respective State/UT Governments. It is the responsibility of the State government to ensure availability of the adequate number of health facilities as per requirements of the State However, Under National Health Mission (NHM), support is extended to States/UTs to strengthen their healthcare system for provision of accessible, affordable and quality health care to all the citizens based on proposals submitted by the States / UTs in their Programme Implementation Plans.
